As a financial expert, the incumbent reports to the Chief, Financial Officer (CFO), providing technical advice and executing processes and making decisions on all matters relating to budget formulation, execution and management. Performs analysis of workload and budget data to identify trends and irregularities and makes recommendations for improvement. Incumbent manages the Medical Center's Budget operations and establishes budget policies and procedures. Also provides instruction to management officials during budget formulation and execution processes. Often performs special analysis projects, which will significantly affect the operation of the medical center and clinics.
The incumbent is the facility expert in budget management and shares the responsibility for establishing, maintaining and supervising budget operations. Performs a wide variety of analytical duties connected with the formulation, justification, presentation, execution, and review of the budget. Reviews, analyzes and interprets legislation appropriations language, Office of Management and Budget directives, and other guidelines pertaining to the budget.
In the absence Assistant Financial Officer and/or CFO, the incumbent will represent the Financial Management Service at all committee's and board meetings. The incumbent must have technical and managerial expertise in budget operations and general expertise in overall financial management.
