Job Description
Quality Assurance Program Consultant
This position requires the ability to travel extensively throughout the state, including overnight stays of up to five consecutive days when preparing for, conducting and providing follow-up to county/tribal reviews.

The Quality Assurance Program Consultant is responsible for conducting quality assurance reviews/quality improvement processes in assigned counties/regions. This position plays a significant role in advancing/improving child welfare practice according to current bet practice/research; and in ensuring alignment with the child welfare practice model, state and federal child welfare policy, and Division priorities through the quality assurance process. This position works closely with county and tribal agency directors and staff in carrying out primary responsibilities and achieving improved performance on state and federal performance indicators.

o As a member of a team of program consultants, provide consultation, quality assurance training, conduct quality assurance reviews and quality improvement processes in assigned counties and tribes.
o Review child welfare placement and performance data of each county/tribe and statewide data, and identify issues and/or areas of practice needing improvement.
o Conduct and/or provide oversight to qualitative case reviews to examine and evaluate county/tribe child welfare practice.
o Develop written findings based on results of case reviews and broader, quantitative performance data using a high level of expertise in child welfare practices.
o Make recommendations for program improvement plans to address areas needing improvement, including linking agencies to other DHS consultants for technical assistance.
o Analyze results of reviews and develop mechanisms for recording and tracking common issues arising from reviews.
o As a member of a team of program consultants, design, develop and implement models and products for quality assurance and quality improvement for child welfare practice and performance in Minnesota.
o Participate in building organizational effectiveness capacity of the child welfare quality assurance/quality improvement program and ensure strategic alignment of quality assurance programs with the mission, vision, goals and priorities of the Division/Administration, consistent with the MN Child Welfare Practice Model.
Qualifications & Requirements
5 years of professional experience in a human services field with 2 years demonstrating experience in childrenís services program areas (e.g. child protection, childrenís mental health, child welfare, foster care, adoption, etc.)

A Bachelorís degree in Social Work or a related field may substitute for 1 year of general professional experience.
A Masterís degree in Social Work or a related field may substitute for 2 years of general professional experience.
