GENERAL DESCRIPTION:
NCSL’s Denver-based Health Program seeks a Program Director with expertise in health care access, coverage and costs, and related policy. This position manages multiple staff, projects, grants and budgets, and develops funding, plans new initiatives and provides other support for the Health Program and the organization. The position works closely with the Health Program Group Director and other Program Directors within the Health Program.

This position will manage a portfolio of projects and team members working collaboratively on issues related to health care access, coverage and costs. This position will perform fundraising and grant management duties, including grant writing, communications with funders, and writing grant reports. The Program Director leads, mentors and works collaboratively with a team of staff funded by grants. Team members carry out numerous work assignments to meet the information needs of state legislators and legislative staff across the country (from the 50 states, D.C. and the territories) to help them make more informed decisions. Grants that support the position require successful completion of work products, such as writing publications, planning and conducting national meetings, making educational presentations, providing individual state technical assistance presentations, and responding to research requests from members across the country.

The position is non-partisan and non-advocacy and requires knowledge of a variety of health care access and coverage topics, including private insurance, health cost containment and Medicaid. The position will require out-of-state travel (likely up 6-8 trips per year) to meetings and to individual states to provide technical assistance. The ideal candidate has state legislative experience, can manage a diverse team and range of projects that cover specialized health care coverage access topics, and can lead fundraising and grant management activities.

This position is grant-funded and is subject to reduction in percentage of time covered or elimination if grant funding becomes unavailable.

RESPONSIBILITIES AND DUTIES:
• Organizes, plans, manages, and coordinates work of staff across multiple projects, activities and functions within the program. Supports and mentors’ staff across the Health Program in developing expertise and management skills.
• Establishes program plans and priorities, develops and manages program budgets, allocates resources, and assigns staff to carry out program activities.
• Establishes and defines standards of quality in program activities and products and ensures that all standards, deadlines, and contract specifications are met.
• Manages, supervises and/or completes a wide range of research and writing tasks often involving sophisticated analysis, in-depth evaluation, and interpretation of political nuances.
• Manages and/or coordinates the work of other staff in planning complex meetings, seminars and technical assistance efforts, sometimes requiring astute political judgments, a high degree of responsiveness to constituents, and a mature sense of organization priorities and concerns.
• Identifies, initiates, and develops resources to carry out the program's activities and functions. Manages, directs, and oversees the fundraising efforts of program staff and personally handles most sensitive negotiations and high-level contacts with potential funding agencies.
• Coordinates with other program units and other organizations to develop proposals and demonstration projects to carry out collaborative activities across the organization.
• Maintains an extensive network of federal agency, foundation, private sector, and interest group relationships.
• Performs other responsibilities as needed.

SUPERVISORY RESPONSIBILITIES:
This position has direct supervisory responsibilities of approximately 3-4 staff members.

WORK ENVIRONMENT:
This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers, copy machines, scanners and smartphones.

PHYSICAL DEMANDS:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

This is largely a sedentary position that requires the ability to speak, hear, see, lift small objects up to 50 lbs., open filing cabinets and bend, stoop, or stand on a stool as necessary. Requires the ability to travel locally, regionally and nationally, including overnight and weekends.

Qualifications & Requirements
QUALIFICATIONS:
Experience and Education
• Bachelor's degree plus nine years of relevant and progressive work experience OR post-baccalaureate / graduate degree and eight years of experience.
• The following work experience or some equivalent combination is preferred: at least four years of state policy or legislative experience, two years of professional policy experience in the assigned subject area, two years of project or research supervisory experience, and one year of management experience directing and allocating personnel and budgets in multiple projects or activities.
• Post-baccalaureate education is preferred.

Knowledge, Skills and Abilities
• Excellence in developing program initiatives, project ideas and new services, funding opportunities, and new resources.
• Excellence in personnel supervision skills (i.e. planning, assigning, reviewing, and evaluating work).
• Excellence in budget and project management.
• Substantial knowledge and technical expertise in health policy, and substantial knowledge of state legislatures and the policy process.
• Exceptional writing, speaking, research, analytic and organizational skills.
• Excellence in working effectively with legislators and legislative staff and dealing with politically sensitive constituencies.
• Skill and competence in managing multiple projects and functions in a diverse environment.
• Able to maintain confidentiality and handle politically sensitive work.
