Direct Care & Treatment (DCT) includes an array of programs serving people with mental illness, developmental disabilities and chemical dependency. The Direct Care & Treatment healthcare network consists of inpatient, outpatient and residential services. These programs include Forensics, Mental Health and Substance Abuse Treatment Services, Community Based Services, Minnesota Sex Offender Program and Ambulatory clinics. Each of these programs strive to address the complex needs and challenges of people served to optimize their potential and support their life goals.

This fast-paced organization uses state of the art treatment and technology to provide care to persons with disabilities. As such the financial and resource management is a critical component in assuring the ability for the organization to achieve its goals. The Financial Management Office (FMO) provide overall strategic and operational financial management to all programs within Direct Care & Treatment.

Job Summary
The Financial Compliance Analyst works within the Financial Management Office providing the development, implementation and auditing of the finance risk management process to assure that financial risks are mitigated. This includes developing compliance plans which will be implemented by both the financial management team and program staff. The Financial Compliance Analyst assures that all implemented processes and procedures are being followed in order to support the mission of our organization. The Financial Compliance Analyst develops, designs and ensures completion of work flow processes, policy development and continuous improvement projects. Projects may be completed independently or in a group setting with the Financial Compliance Analyst as the project coordinator or lead.

Primary Responsibilities Include:
• Utilizing continuous improvement methodologies and data collection to evaluate and provide recommendations to improve financial and administrative practices
• Identifying, creating and implementing financial risk assessment plans to reduce areas of liability for the organization
• Analyzing financial services activities, identifying areas of improvement, and creating solutions that support desired outcomes
Qualifications & Requirements
Minimum Qualifications:
• 2 years professional financial operations, project management or risk management experience in a health care setting which demonstrates the following:
o Application of Generally Accepted Accounting Principles (GAAP) sufficient to create financial reports that allow stakeholders to make evidence based decisions
o Evaluation of financial data to recommend actions, resolve discrepancies, and investigate disparities
o Application of federal and state policies that affect fiscal operations and reporting
o Thorough knowledge of accounting principles, accounts receivable management and contract management

Preferred Qualifications:
• Bachelor’s or Master’s degree in Accounting, Finance or Business Administration

Experience with
• Legal and financial issues associated with health care programs
• Developing and implementing risk management plans
• Imprest accounts and banking experience
