About the Office:
The Mayor’s Office of Citywide Event Coordination and Management (CECM) is tasked with coordination and management of all event permitting activity in New York City. CECM gathers and disseminates information about upcoming and ongoing public events, including gatherings in City parks, processions/parades, athletic races, street fairs, outdoor concerts, block parties, commercial and promotional events and filming of motion pictures and television. CECM ensures informed decision-making by the various permitting agencies, as well as compliance by permit applicants. CECM also acts as an internal and external resource to the event community on overall event coordination, permitting, and management. CECM works to enhance communication among various agencies involved in the issuance of permits.

About the Role:
Reporting to the Executive Director, the Director of Operations & Strategic Projects is responsible for the development and implementation of administrative and operational policies that maximize efficiency and coordination among City permitting agencies. The position also assists in the development, codification and implementation of policies and guidelines that govern new and current users of the Citywide Event Management System (CEMS) database and online permitting functions.

The Director of Operations will also assist with the management and coordination of all major events that take place in NYC. Working with the Director of SAPO they will oversee the permitting of new and existing DOT programs including, Plaza events, Open Culture, Open Street events, Bike the Block and Multi-Block Business District Permits.

The Director of Operations will also work closely with the Executive Director and SAPO Director on the creation and expansion of rules, regulations and all internal and external training and policy documents, as well as being responsible for updating the SAPO rules and fee scale as needed.

Duties include but are not limited to:
• Manage CECM Operations and Special Projects team consisting of three employees.
• Oversees the Units’ day-to-day operations working closely with CECM leadership, interagency partners, and external stakeholders, to ensure CECM is performing efficiently and effectively to meet its short- and long-term goals.
• Manage the design and distribution of the CECM monthly external newsletters
• Maintain the CECM mailing list with thousands of subscribers, including sending notices to constituents who might experience event related disruptions.
• Responsible for Units public facing platforms including the CECM website, graphics, logos, signs, tickets, and the design of agency documents and presentations.
• Manage all FOIL requests and provide data analysis as requested, from the front office.
• Work with the CECM Database team on website and permit application customer service improvements and website re-design.
• Conduct daily oversight of CECM’s Citywide Event Database for various functions.
• Support CECM’s Executive Director and Deputy Executive Director with vetting new programs and event proposals as needed.
• Work with the SPO Director to oversee the processing of citywide permit applications for all Elected official and all citywide agency programs permitted by SAPO including, but not limited to the following: Play Streets, DOT initiatives, Business District Permits, DEP Water on the go and NYPD.
• Run weekly Team meetings and attend Office Leadership meetings to provide the Executive Director of CECM with event updates and flags.
• Advise and oversee the implementation of upgrades made to the CECM/SAPO database.
• Oversee the design and production of the “Comprehensive Event Permitting Guide for The City of New York”, a 200-page guidebook, explaining the event permitting process from primary permitting agencies (SAPO, NYPD, MOME, DPR, and DCAS), support permitting agencies (DOB, DCWP, DEP, DOHMH, DSNY, SBS, DOT, FDNY, HRA, State Health, State DOT, and SLA), and a guide to weather safety for special events from NYCEM
• Act as the units Chief Performance Officer (CPO), working with the Executive Director on the creation, design and implantation of the units CX Plan.
• Provide direction and guidance to event producers, city agencies, and the public on the rules, regulations and procedures involved with the permitting and coordination of events.
• Working closely with SAPO Director and Finance Manager to create annual, quarterly, and monthly financial reports.
• Assist with special projects as needed.

• Education: Bachelor's Degree from an accredited college or equivalent work experience.
• Experience: At least four (4) years+ of relevant work experience; Prior management and/or event planning related experience, preferred
• Skills: Outstanding organizational, time-management and multi-tasking skills, with the ability to work independently, as well as within a team environment. An interpreter, the candidate must have the ability to understand verbal and non-verbal communication while making the best decision for both agencies and producers. Strong interpersonal and problem-solving abilities with a global perspective anticipating needs before they arise. Competency in leading meetings and communicating in front of large groups. Strong Computer Skills (Microsoft Office Suite, Adobe)
• Conceptual Thinking: Able to ideate and think creatively about the future and how to craft unique event experiences. Must exemplify leadership and willingness to be solution oriented.
• Language: Fluency in English, written and spoken. Bi-lingual ability a plus

Working Conditions
Special working conditions cover a range of circumstances from regular evening and weekend work, shift work, working outdoors, working with challenging clients. A fast-paced work environment that includes managing changing priorities and a diverse workload. Flexibility with respect to schedule and working conditions required. Ability to move and/or transport objects weighing less than or equal to 50 pounds as well as perform other physical activity.

Salary Range:
$90,000 - $110,000
