Chief Information Officer (CIO)
OYA is hiring a full-time Chief Information Officer (CIO). This position provides leadership and oversight of the agency’s technical systems and infrastructure consisting of 40 staff while directly managing 7 staff.

In both the agency technical systems and infrastructure, this position serves as the primary communication link between OYA and external groups including, but not limited to, juvenile department directors, State of Oregon Enterprise Information Systems, government advisory groups, the Legislature, private sector, political subdivisions, agency heads, and task force groups.

The Chief Information Officer is a member of the OYA Agency Leadership Team and participates in overall agency strategic planning, goal setting, policy development, and organizational program management. This position also represents the agency in statewide Information Technology policy and governance including membership on the State’s Chief Information Officer Council. Additionally, this position is responsible for leading organizational change within IT and across the agency.

Our next CIO must have a strong competency in Diversity, Equity, and Inclusion (DEI). They will lead by increasing workforce diversity, identifying and eliminating systemic barriers, and reaching into communities of color to enhance our procurement and contract resources. They will be a part of the OYA Joint Management Team that promotes equitable experiences and develops a culture of inclusivity and belonging that embraces the contributions of all team members, youth, and stakeholders. They will be an active contributor in building an inclusive workplace that fosters the development of people and actualizing the agency’s vision that youth who leave OYA go on to lead productive crime-free lives.

This position is part of the state's management service.
This recruitment will be used to fill current and future vacancies as they occur.
Hybrid Telework: This position is eligible for a flexible remote work schedule, and you will be required to come into the office as needed. Remote work is evaluated periodically to ensure business needs are being met and can be adjusted at any time.

Second round interview – In-person
Third round interview – In-person (Note: we will try to do the second and third interviews on the same day for those that will have to travel to Salem.)

Qualifications & Requirements
Minimum Qualifications:

Seven years of supervision, management, or progressively related experience; OR
Four years of related experience and a bachelor’s degree in a related field.

Leadership and Strategy: a) Forges a compelling and achievable vision for the Information Technology (IT) team. b) Prior experience as a leadership team member responsible for setting the overall IT strategy for an organization, aligning it with the organization’s broader business goals and mission. c) Demonstrated history of building safe, accepting, and successful work environments to narrow gaps of diverse representation within the IT team, using action and accountability to achieve our goals of continuously improving diversity, equity, and inclusion.
Budget and Resource Management: Demonstrated oversight IT budget and the allocation of resources to various IT projects and initiatives. This includes managing financial aspects such as cost control, IT investment analysis, and budget planning.
Technology Governance: Experience ensuring that an organization's IT operations and projects comply with relevant regulations and industry standards. This includes management of cybersecurity, data privacy, and compliance efforts.
Communication: Collaborative, transparent, and effective communication with members of an executive team and divisions/programs within an organization. Ability to translate technical concepts into plain language and collaborate with non-technical stakeholders to achieve common goals.
Vendor and Partner Management: Previous role in managing relationships with IT vendors, suppliers, and strategic partners. This includes contract negotiations, service level agreements, and vendor selection.
Change Management: As a leadership team member representing IT, managing and leading change initiatives related to technology adoption within an organization. This includes guiding teams through transitions and ensuring smooth implementations.
Innovation and Technology Trends: Knowledge of technological advancements and industry trends that have resulted in informed decisions and identified opportunities for innovation and improvement.
Leading through Performance and Key Metrics, Centering on Diversity, Equity, and Inclusion: Previous role establishing and leveraging performance data and key metrics to make informed decisions, track progress, and drive an organization toward success.
Advance a Culturally Competent, Diverse, and Developmental Work Environment: fostering innovation, learning, educating, creativity, and inclusive atmosphere where employees from diverse backgrounds—especially those from historically or currently marginalized groups--can thrive.
