Job Description
Position Title: Solicitor

Salary: $85,000.00 - $95,000.00 per year commensurate with experience

Minimum Requirements:
  • Juris Doctorate (JD) conferred by an accredited law school and an active law license, in good standing, with the Commonwealth of Pennsylvania.
  • Minimum of five (5) years of experience in Municipal law including consumer collection practices, public procurement, and Right-To-Know requests.
  • Minimum of three (3) years of experience with federal, state, and local employment laws. 

It is the policy of the Allegheny County Treasurer’s Office that in order to receive a final offer of employment, candidates must successfully pass a background check.

Position Summary:

The Solicitor is responsible for overseeing the operational and administrative legal requirements of the Allegheny County Treasurer’s Office as well as working closely with the Administration to define and chart the course for the legislative priorities of the Office. The Treasurer’s Office collects County revenues from numerous sources, manages County banking and investment deposits, pays County expenses and issues licenses on behalf of the Commonwealth of Pennsylvania.

The Solicitor will efficiently manage and prioritize the legal matters that result from the operations of the Treasurer’s Office. This includes providing sound counsel as it relates to requirement set forth in the Second-Class County Code, the County Administrative Code, and all other applicable state and federal laws.

  • Interprets laws, rulings, and regulations as they pertain to the business of the Treasurer’s Office.
  • Analyzes the probable outcomes of cases, using knowledge of legal precedents and statutory construction and interpretation. Works closely with outside counsel, including to represent the Treasurer’s Office in hearings, court proceedings and before quasi-judicial boards.
  • Performs administrative and management functions related to the practice of law.
  • Searches for and examines public and other legal records to write opinions or establish ownership.
  • Develops collection procedures for unpaid taxes and fees.
  • Negotiates, prepares, drafts and reviews legal documents, such as contracts and leases, review bid documents and proposals in accordance with best practices and public procurement laws.
  • Reviews all contracts to which the Treasurer’s Office is a party for fiscal appropriateness and inclusion of necessary terms and conditions to protect the taxpayers.
  • Administers the requirements and procedures of the Pennsylvania Open Records Act (Right to Know Law).
  • Conducts legal research and analysis of policy issues involving the Treasurer’s Office.
  • Works closely with department managers on understanding legal issues and considerations.
  • Performs any other projects assigned by the Treasurer or Chief Deputy Treasurer.

Knowledge of:

  • Legislative process.
  • Government administrative and regulatory functions.

  • Microsoft Office Suite

Residency: Allegheny County within 1 year.
Veterans' Preference: Will be awarded to eligible candidates.
