Salary: $59,987.00 per year

Minimum Requirements:
  • High School Diploma or its equivalent AND five (5) years’ experience in: law enforcement, homeland security, response planning, response team training, incident management, or U. S. Armed Forces, or
  • A Bachelor’s degree in Public Safety, Public Administration, Emergency Management, Criminal Justice, Homeland Security, or a related field AND one (1) year experience in: law enforcement, homeland security, response planning, response team training, incident management, or U. S. Armed Forces, or
  • An equivalent combination of education, training, and experience is acceptable (i.e., 60 credits towards a bachelor’s degree with at least two (2) years of training and experience in emergency services may be substituted for education).

Must be able to wear appropriate personal protective equipment (PPE), including respiratory protection to perform duties in hostile environmental conditions at the scene of an emergency response. Candidate must be available 24/7/365, as needed. 

Applicants who meet the above requirement and who have demonstrated experience in the areas of law enforcement, security, U. S. Armed Forces and emergency response are preferred.

 It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status.

Position Summary:

The Coordinator – Law Enforcement/Security reports directly to the Manager-Emergency Management Division and is responsible for coordinating the day-to-day Law Enforcement/Security operations with the Emergency Services Department. Additionally, this emergency management position is responsible for coordinating field response for Law Enforcement/Security (LE/S), and training activities to support Field, Emergency Operations Center (EOC) operations and planned or special events. The Coordinator of LE/S also plans and assists the Emergency Management Division with preparation of incident action plans for actual and planned events by coordinating with outside LE/S agencies and stake holders.



  • Coordinates the daily activities of LE/S with the Department of Emergency Services.
  • Provides support to the Manager-Emergency Management.
  • Provides support to all full time, part time, contract, and volunteer positions that have assignments in the LE/S Public Safety (ESF 13) positions of the Emergency Operations Center.
  • Represents and coordinates the activities of LE/S agencies in planned events and field responses, as needed.
  • Effectively communicates and provides training to Public Safety and Emergency Response personnel.
  • Maximizes the use of technology in all day to day work and emergency operations; leads Department’s efforts in compiling and analyzing relevant data to improve operational efficiency and effectiveness.
  • Responds to emergencies and assists in coordinating activities of mitigating critical, potentially life-threatening situations in the best interest of the public as necessary; provides supports to others with similar responsibilities as appropriate.
  • Maintains thorough knowledge of relevant local, state, and federal laws and regulations as they may apply to the workings of the Department; ensures compliance with such laws and regulations.
  • Establishes effective working relationships with superiors, subordinates, coworkers, external stakeholders and the public in the performance of duties.
  • Works within budget constraints related to responsibilities and remains fiscally responsible in the delivery of services; works with Federal, State, and County personnel in the administration and management of budgeted and grant funds.
  • Represents the Department in meetings, training sessions, and other related functions and assignments.
  • Liaisons between all LE/S agencies and providers and County Government through the Department of Emergency Services. 
  • Advises the County 9-1-1 Communications Center on LE/S Communications related issues.
  • Research all possible sources of grant money to support new and existing projects, and assists Manager-Emergency Management with future budget requests as related to LE/S position.
  • Respond to and lend assistance to specified incidents within Allegheny County working within the Incident Command System (ICS) and the National Incident Management System (NIMS).
  • Represents County EMA and the Chief of Emergency Services on various committees and organizations.
  • Advise ACES Command Staff of security concerns and operates access control and video surveillance systems. Develops, maintains, trains and exercises safety and security plans.
  • Works both independently and as part of a team in planning LE/S activities, events and security and safety assessments, internally and with external stake holders.
  • Performs other related duties as required or requested.

Knowledge, Skills, and Abilities

Knowledge of:

  • Advanced principles, practices and methods of emergency management program administration and organizational analysis.
  • Public administration management practices.
  • Law Enforcement services, special operations, and activities within Allegheny County.
  • Design and use security policy, procedures and systems.
  • Relevant state laws and regulations (i.e., PA Act 120 (Municipal Police Training and Education), PA Act 165 (Hazardous Materials), PA Act 147 (Radiological Protection), P.A.C.S. Title 35 (Emergency Management) and (EMS)).

Skill in:

  • Microsoft Office Suite 

Ability to:

  • Plan, organize, coordinate, manage and direct a variety of complex department functions and activities to accomplish program goals, objectives, timelines and deliverables.
  • Deliver training programs as needed.
  • Analyze difficult and complex program, administrative, operational and organizational objectives and issues, evaluate alternatives and reach sound, logical, fact-based conclusions and recommendations.
  • Coordinate program activities with multiple stakeholders and facilitate development of consensus among diverse groups and individuals.
  • Apply sound, creative problem solving techniques to resolve difficult program issues and problems.
  • Construct and deliver training programs relating to LE/S, both to internal and external stake holders.
  • Understand, interpret, explain and apply laws, regulations, ordinances and policies applicable to program responsibilities.
  • Function effectively and exercise sound judgment in handling time-sensitive deadlines and/or life-threatening crisis situations.
  • Prepare clear, concise and comprehensive reports, correspondence and other documents appropriate to the audience as required.
  • Present conclusions and recommendations clearly, logically and persuasively to both internal and external program stakeholders.
  • Exercise expert independent judgment and initiative in the recognition and resolution of complex and difficult problems within established policy guidelines.
  • Complete and maintain PEMA “County Staff” certification, as described in the current PEMA Training Directive.
  • Exercise tact and diplomacy in dealing with difficult and sensitive people, issues and situations.
  • Establish and maintain effective working relationships with department management and staff, other County employees, representatives of other agencies, contractor representatives, the public and others encountered in the course of work.
  • Communicate effectively with others, both orally and in writing, using both technical and nontechnical language.
  • Understand and follow oral and/or written policies, procedures, and instructions.

Residency: Allegheny County within 1 year.
