The State of Connecticut, Department of Public Health (DPH) is seeking a qualified individual for the position of Public Health Services Manager to provide management level oversight for the Toxicology and Emerging Contaminants Unit within the Environmental Health Section. The position will be responsible for focused work on per- and polyfluoroalkyl substances (PFAS) and other emerging contaminants of public health concern and programmatic administration of work under the BIL Emerging Contaminants in Small or Disadvantaged Communities Grant.

Highlights:
LOCATION: Hartford, CT
SCHEDULE: Typical work schedule of Monday - Friday
WORK HOURS: Full-Time, First Shift, 40 hours per week

The Role:

Job duties include, but are not limited to:

Lead the development, implementation, and evaluation of public health programs, including those focused on hazardous waste, soil contamination, PFAS, toxicology, and radon, and ensuring compliance with state and federal regulations.
Supervise and manage a team of technical subject matter experts, providing leadership, guidance, performance feedback, and professional development opportunities to foster a high-performing team.
Drive the strategic direction of the unit, identifying opportunities for growth, innovation, and process improvements, while aligning with broader department goals.
Facilitate collaboration with internal and external stakeholders, including state agencies, local governments, and community groups, ensuring diverse perspectives are incorporated into program development.
Oversee data collection, analysis, and reporting to monitor program effectiveness, ensure data-driven decision-making, and communicate complex environmental health information to senior leadership and the public.
Manage the budget and resources within the Toxicology and Emerging Contaminants Unit, ensuring that all projects are completed on time and within budget.
Coordinate responses to emerging environmental health risks, developing action plans and ensuring that the section remains agile and responsive to new challenges.
Establish goals and performance metrics for the team, ensuring continuous improvement and accountability across all programs.

Qualifications & Requirements
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of professional experience in a health organization.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a supervisory capacity with responsibility for the planning, development and execution of a comprehensive health or health related program.

NOTE: A health organization is defined as a large multi-dimensional agency with responsibility for developing, administering or regulating health programs.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.

A Master’s degree in public health, health education, health care administration, nursing, other health related fields, or public administration may be substituted for one (1) additional year of the General Experience.
