It appears he has been reviewing in NY State 730 School District's: Annual Financial Reports and CAFRs to spot fraud and financial maleficence. He scratched the surface and reported on it.. Good man...
His recommendations are good on most and some could be not so good because of open end potentials for squirreling away more than is needed money in different arenas.
