As President Obama prepared to sign his $858 billion tax deal Friday, White House aides moved quickly to soothe the anger among liberal constituency groups that bitterly opposed the measure. An e-mail distributed to black leaders declared the package a "major victory for African-Americans," arguing that a series of middle-class tax cuts will give "targeted" aid to minorities. The White House also invited one of its key African American surrogates, the Rev. Al Sharpton, to Friday afternoon's bill signing and scheduled a private meeting with top labor union leaders who had railed against extending the George W. Bush-era tax cuts for the wealthy. Such efforts underscore the delicate political dance being performed by Obama and his aides as they look toward his 2012 reelection campaign. The tax deal could help rebuild his support among crucial independents and white working-class voters, but any move to the middle risks further alienating an already restive left. Polls show African Americans remain steadfastly loyal to Obama, but he needs that group to remain enthusiastic and turn out in big numbers to win in key battlegrounds such as Pennsylvania and Florida. The outreach to African Americans came after broad opposition to the tax deal from members of the Congressional Black Caucus. Black lawmakers argued the bill would ultimately hurt the poor because the costs threatened to cut into social safety-net programs. ad_icon The White House e-mail Friday morning included a three-page fact sheet titled "The Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010: A Win for African-American Families." "An estimated 2.2 million African American families will benefit from the expansion in the [earned income tax credit] and [child tax credit] that are extended in this agreement," the White House fact sheet says. "These credits help roughly 4.7 million African American children or almost half (44%) of all African American children."

The White House Office of the Press Secretary For Immediate Release January 18, 2011 Fact Sheet: The President's Regulatory Strategy Today, President Obama signed an Executive Order outlining his regulatory strategy to support continued economic growth and job creation, while protecting the safety, health and rights of all Americans. This strategy builds on best practices of the past, while adapting to challenges the country faces today and establishing a smart path for the future. As part of the immediate implementation of this strategy, the President also issued a memorandum to the heads of Executive Agencies and Departments calling for more transparency and accountability in regulatory compliance, as well as a memorandum emphasizing the need to reduce burdens on small businesses whenever possible. The new Executive Order can be found HERE . Executive Order on Improving Regulation and Regulatory Review In this Executive Order, the President requires Federal agencies to design cost-effective, evidence-based regulations that are compatible with economic growth, job creation, and competitiveness. It outlines following guiding principles: * Cost-effective and Cost-Justified: Consistent with law, Agencies must consider costs and benefits and choose the least burdensome path. * Transparent: The regulatory process must be transparent and include public participation, with an opportunity for the public to comment. * Coordinated and Simplified: Agencies must attempt to coordinate, simplify, and harmonize regulations to reduce costs and promote certainty for businesses and the public. * Flexible: Agencies must consider approaches that maintain freedom of choice and flexibility, including disclosure of relevant information to the public. * Science-driven: Regulations must be guided by objective scientific evidence. * Necessary and Up-to-Date: Existing regulations must be reviewed to determine that they are still necessary and crafted effectively to solve current problems. If they are outdated, they must be changed or repealed. Presidential Memorandum on Regulatory Compliance and Enforcement As part of this Administration’s commitment to an open and transparent government, the President issued a memo requiring Federal enforcement agencies to make publicly-available compliance information easily accessible, downloadable, and searchable online. This will provide citizens with information they need to determine when entities fail to comply with the law. From highway safety and clean air to workers’ safety and toxic chemicals, smart regulations won’t work without effective enforcement. Such disclosure is a critical step in ensuring that regulations succeed in protecting Americans. It’s also critical to supporting the continued growth of American businesses. As the economy recovers and American companies create jobs, consistent regulatory enforcement levels the playing field among regulated entities, ensuring that those that fail to comply with the law do not have an unfair advantage over their law-abiding competitors. With this change, the Administration is supporting economic growth, providing Americans with information they need to make informed decisions, and holding Government accountable for its obligations to the public. The new memorandum can be found HERE Presidential Memorandum on Regulatory Flexibility, Small Business, and Job Creation Small businesses are critical to the Nation’s continued economic recovery and the creation of jobs. To support small business growth and innovation, the President issued a memo reinforcing the need for Federal Agencies to consider ways to reduce regulatory burdens on small business and requiring that Agencies provide justifications when such flexibilities are not included in proposed regulation. Because there can be significant differences in scale and resources among businesses of ranging size, regulations can impose disproportionately high burdens on small businesses. The Regulatory Flexibility Act (RFA), 5 U.S.C. §§ 601-612 requires that Agencies consider regulatory flexibilities to minimize the economic impact on small entities. Such flexibilities could include: * extended compliance dates; * performance standards rather than design standards; * simplification of reporting and compliance requirements (as, for example, through streamlined forms and electronic filing options); * different requirements for large and small firms; and * partial or total exemptions. With the President’s memo, Agencies will not only be required to consider these alternatives for small businesses, but also to provide written justification when such alternatives are not utilized. BLACK PEOPLE AS A WHOLE DONT GOT ANY MONEY and dont know how to take care of there money but i raise this question to all the members of this website How do we move from premise, to promise, to the pragmatism of achieving-not just a unified front, but-a unified purpose? Given what we know to be underlining motives and agendas that will not be forsaken for the purpose of so-called, "black unity," how do African Americans create a "unity paradigm" that works for the highly stratified "black diaspora?" I mean, it's time for us to move pass the rhetoric.

Case in point, Blacks are more divided now than at any point in their history. There are more strands of religious beliefs (non-demominationalism being the fastest growing of organized religion), the point being that Blacks can't agree on the best way to reach God, much less serve God. African American political beliefs are just as twisted. Blacks are still in the pockets of the Democratic Party, and are getting literally nothing (beyond individual concessions) in return, while its becoming more and more obvious that Blacks don't even believe what democrats say they believe anymore (partly, because the Democratic Party doesn't know what it believes). Blacks are more socially conservative than they've ever been, splitting on abortion, same s*x marriage, and even the death penalty (as we found out around the Tookie Williams issue).

“Over the past 40 years, there have been some gains for African-American families, but many more losses,,Social policies have failed to adequately address poor quality urban schools, employment discrimination, predatory lenders, and loss of jobs. Many forms of discrimination that policies have been unable to prevent are subtle and occur in the form of institutional policies and practices,,, There was this belief among African Americans that if they played by the rules, and adopted middle class values, they would be given equal opportunities and achieve success similar to that of whites,”“But that hasn’t happened.” “Social policy has to build on the strengths of African-American institutions such as the Black church in order to promote the stability of families in the community,” In formulating social policies that address institutional discrimination and developing remedies for these practices, the federal government must enlist the support of the Black Church and other African American organizations and institutions in order to make a real difference,Effective policies to help African Americans should “build on the strengths of African-American institutions and families”, and include policies that can provide genuine solutions for institutional forms of race, gender and class inequality , It is difficult to think of a social policy that can improve the status of African-American families that doesn’t use the existing resources in the African-American community ! Poor Black Leaderships is the Blame for the conditions in the Black Community, and those of us who continue to accept it. Our preachers, politicians, social, civic and community leaders serve us up to their masters and we remain silent as they help us commit homicide, suicide and mentacide through their none existing or poor leadership. The first solution to this madness is for Black African Americans to redefined leadership as “Results Based”. That means we must identify our own problems and needs and demand that those who lead us, whether elected, appointed or anointed provide solutions immediately, within 30-60 Days. If they don't or can’t, we must never vote for them, acknowledge them or recognized them as our leaders. My mentor and role model the late William "Bill" Moss exemplified courage in action as a Black Man, and he said in his book “Enough Is Enough”. Enough of the high paid religious, political, nonprofit and social Poverty Pimps in the Black African American Community who refuse to address the needs of the Black Community, even offer solutions. They must be identified, told to change their behavior or made irrelevant,, CHANGE WE NEED RIGHT NOW ! THE solutions is for people in your town, neighborhood or community to come together at your local mosque, church, library or recreation center to discuss the skills, talents and ideas that you collectively have. The goal should be to create economic opportunities for yourselves within your community. Focus on products and services to the elderly, young, hospitals, transportation and delivery, cleaning services, music, publishing, healthy foods, technology and renewable energy areas. Plan to Collectively Compete!!!!! Pool your resources to established community cooperatives. Move at the speed of business and think creatively and innovatively. Create something by competing collectively. Where there is a Will, there's A Way, but where there is No Will, there are Excuses and if you really don't want to do something, any excuse will do. For those tired and want take back control of your community and future, I offer respectfully offer my two cents for your consideration.

As for me...All true Black leaders realize there is a time to kiSS azz and a time to kick azz!!!! 1. Kissing Azz has gotten teh 'public option another and better chance to live to fight another day. 2. Kissing Azz ON THE TAX CUTS (remember who it was that lost in NOV. and it sure was not the rich now was it?!?) has ended up seeming to have given our president a much greater chance to have another full 6 more years to get the job he went to Washington to do...and,, that is to get" us"...MAIN STREET TO HELP HIM TAKE OUR GOVERNMENT BACK OUT OF THE HANDS OF WALL STREET.
