Comey says he reopened the Hillary investigation because he thought she was going to win and worried she might then be seen as illegitimate. The truth is he was worried about his own sorry ass if Trump won and it was found that he'd not reopened the investigation. This is what criminals do, they tell the truth just up to the point of self incrimination, then they lie like hell.
