Dear Sir, We disclosed fully complet all buyer's parameters and also made notes for more clarifications on POP and procedure to avoid all fruitless discussions. We not consider or submit any offer even it comply unless it is confirmed by Seller's Mandate on his paper letter head, we can submit our LOI as Mandate if necessary to receive your offer. Dont either expect ICPO unless with workable offer + end Seller's name. We not welcome all Russian so called SCO issued by so called mandates where they offer bitumen, urea,jp54, D2, mazut, LPG...unless they submit seller's INN registration for due diligence as 99% are scam. We kindly request you in case these conditions are not acceptable to make it easy and just ignore it instead suggest any other way, be advised we not invest further time respond.
