Freedom Rider: A Whiter New York City (1060 hits)

Vast changes in urban demographics don’t just “happen” – people in power seeking profits cause them to occur. Just as government, developers and banks created the white suburbs and Black inner cities, these same forces are engineering the gentrification and whitening of New York and other major cities. “Black, Latino and immigrant groups are steadily being pushed to suburbs,” some of which “are now themselves ghettoes.
“There is a plan, well underway, to make New York City livable for moneyed white people only.”

Census reports have confirmed what anyone with powers of comprehension have witnessed with their own eyes. In New York City, neighborhoods which had majority populations of color for decades are gaining white residents and losing their black and Latino populations. Central Harlem, which had no white population to speak of, is now 9% white. Brooklyn communities such as Fort Greene and Prospect Heights have lost black population in double digits. These demographic changes have not occurred by happenstance, but instead are direct the result of government policy that works hand in hand with the dictates of finance capital.

For decades, residents of these communities have lived in a state of fearful anticipation. While individuals may not know the details of the interactions between City Hall and big developers, they know that ultimately the system does not work on their behalf. “White people will take over Harlem again,” has been a rallying cry and conversation topic for years, even when that community was allowed to disintegrate until it had as many vacant lots and derelict buildings as habitable spaces.

When those vacant lots were suddenly filled with new construction, and buildings that were mere shells were rehabilitated into luxury housing, those words, which were long dismissed as idle conspiracy theorizing, were revealed to be all too true. There is a plan, well underway, to make New York City livable for moneyed white people only.
The real estate bubble existed and continued for many years for the simple reason that it made a lot of people a lot of money. The New Yorkers who suffered for years with high crime and substandard government services were not among those who profited. Their needs were never important, and when their neighborhoods suddenly became places where other people could profit, they became expendable and were judged unfit to stay where they were.

When that ugly truth is revealed, government policies that are seemingly inexplicable make perfect sense. The stop and frisk policy which turns every black or Latino New Yorker into a target for police abuse, becomes logical when it is clear that official policy is to drive these men and their families away. The destruction of the public school system through privatization makes sense. The new school system is not meant to serve poor people of color anyway. Mayor Bloomberg’s decision to appoint as school’s chancellor a publishing executive with no experience in education, also makes sense when seen through this lens.

The story of New York is the story of population change. New York’s position as a beacon for immigrant groups means that the city is constantly being remade. New York has several Chinatowns and Mexicans are supplanting Dominicans and Puerto Ricans in many Spanish speaking neighborhoods. Black communities may be American or Caribbean. Change is a constant, but in recent years those change have taken place because of decisions made from above.

The power brokers have decided who will stay and who will go. Luxury housing is constructed with the help of tax abatements for developers, a process which simultaneously deprives the public of needed revenue, and displaces long term residents.

Not only is housing being built for well heeled newcomers, but the system of rent protections in existence since World War II have been severely weakened. Regulations now disappear when rents hit the magic number of $2,000 per month. Eventually there will be no more rent regulated apartments in New York, and the completion of the “luxury product,” as Bloomberg calls the city, will be complete.

Black, Latino and immigrant groups are steadily being pushed to suburbs. Suburbs were once the path to upward mobility, a government creation mean to benefit white people. Some of those cities and towns are now themselves ghettoes, meant to hold the masses pushed out of the city because of government and moneyed interests working hand in hand.

The same people who have an inside track with local and state government obviously have an inside track with elected officials as well. Those officials dare not buck a system that decrees who does and who doesn’t get needed campaign dollars. The cost of a New York state gubernatorial victory is at least $25 million. The billionaire mayor of the city has upped the ante and pushed away all opponents with his bottomless pit of campaign cash.

The weaknesses of local politics are evident in these accelerating trends. The ongoing great recession has driven away those jobs in government that provided secure employment to unskilled people. Laying off public employees is seen as a sign of political gravitas and acumen, but it means that those whose position is already tenuous, are one step closer to being driven out.

New York City was always a place where low and middle income people resided with some degree of stability. It was a city that always had a large amount of rental housing and jobs for working class people. Now none of these things are true, and the unmaking of the entire country by ruling class dictates is on view for all to see.

Yes Sista Irma I’m with you all the way. That’s why I don’t plan to stay here past next year. I’ve to go where those opportunities are plentiful, but that’s not the case with this situation. Yes, you’ve got bad people in these neighborhoods causing harm and taring it up and making it bad for everyone else. But there is good people in those neighborhoods, stuck in the situation they’ve been placed in. ex: Where I’m from Staten Island NY, there’s a place called Sandy Grounds, property rich by blacks, taken by whites, simply because they couldn’t afford to keep their land when white America does what it does best, takes what it wants. Those people were farmers and the only thing black in Sandy Grounds now is a black national museum which some of the blacks were able to come together and build. This is the same in NY.
Back in the day, nobody wanted to buy those Harlem brownstones, due to all the nonsense going on there, but now big money has moved blacks out of the brownstones, put the properties starting at millions and now Harlem is slowly becoming a place for working whites and Yuppies. Never woulda thought, and because the billionaire mayor has an agenda, nobody else can get any thing through.
@Brotha Jake, I’m so with you on that. You’ve hit the nail on the head. This should be a teaching moment for black America, and those in leadership positions need to get out in the forces and start promoting their own agendas. When I first got here, there were several of us who were in a co-op, which shows it can be done on small levels to extremely large levels.
@Sista Irma, your statement about affirmative action caused me to check into some things. Do you know there is not a single black owned construction company in augusta. There are a few that do carpentry, or roofs, but not complete companies so they can’t get the contracts. The major construction company would have to contract out to them. Now that’s just crazy! You’re right some blacks do come together in times of need, but we need more. It should be on a daily basis to help out. It used to be, back in the day, if someone was sick in the neighborhood, other neighbors got together, went to the persons house, cook, clean etc, not so much anymore. We need to get back to that.
Again Jake I agree with you. We need more unity and leadership amongst us, and not just make it and not reach back to help another. We’ve been divided for so long, its going to be a long hard road, but with young people like yourself, my children and a whole lot of others from this new generation, I know we can get the job done.

Fascinating piece!

You walk through just about any Manhattan neighborhood from Alphabet City to TriBeCa to Hell's Kitchen to Harlem--and you will see what is called "gentrification". Lots of YUPPIES--mostly white.

Is this a good thing or a bad thing?

About the only conclusion I can come to is that it is change.

IN NYC, you go to the boroughs though, all of them, and that is where you see real diversity.

You have every kind of human from every religious and culture group from every continent in just about every language--that is where the world comes to gather--mostly Brooklyn and Queens.

@Brotha Richard, I would say it was a good thing if it was diversified and the blacks were not being subjected to being displaced. I lived in Staten Island, and I had never seen so many blacks before I left there move to the Island because they were being displaced. Half of them didn’t even know where Staten Island was. You know we are the forgotten borough right, Anyway they had no choice, because they couldn’t afford rent in their own borough and stabilized housing was at an all time low. Its got to be for everyone and not a select few which seems to be Mayor B’s agenda!

Hey...it really isn't so bad out there in the boroughs.

One advantage to living in Brooklyn, Queens, and yes, Staten Island is the possibility of owning your own home. That can't happen in Manhattan because there are almost no private houses for the middle class.

Here on Staten Island, there are a substantial number of black homeowners--like my neighbor Camille. We meet at the bus stop in the morning and compare notes on the latest repair projects, home improvements, contractor recommendations, shopping bargains and gardening tips. Exactly the kind of conversations neighbors have!!!

It's not like Staten Island is some forgotten ghetto! Life is good here! And I'm sure it is just as sweet for Brooklyn, Queens and Bronx homeowners.

Brotha Richard, Staten Island used to be made up of only 9% blacks as opposed to 21% blacks now and is the same in all the boroughs. They're not buying nor do they own homes. They just moved from one project in one borough to another which substantiates the writers comments. A lot of the projects are being demolished and in their places town homes, which I think is in itself a good thing. I don’t think projects should have ever been built for anyone. But the townhomes being built, most blacks can't afford or are not being approved for loans to buy. Manhattan makes up 54% white middle to upper class whites. We are the largest populated city, bigger than the next 3 largest Los Angeles, Chicago and Houston combined, but yet the African American population is the poorest, where household income was $9,320 for Blacks, the poorest in the country. with the exception being Queens which is the only large county in the United States where the median income among black households, about $52,000 a year, has surpassed that of whites. It is also the nation's most ethnically diverse county. Which means to me that people can come together to make prosperity for all.
@Brotha Clark, your words have never been more true. My cousin says she moved to NJ to get decent housing and to have a better life, being that she works for the post office, she has been able to transfer. Again, like Sista Irma always says, we have to educate our young to grab a piece of that pie and never let it go.
Life isn't good in all of Staten Island Brotha Richard, just some areas like any other city. I had it pretty ruff growing up in Stapleton, New Brighton and Mariners Harbor, with Gang Violence, Drug Dealers and when crack hit the borough, guess whose homes it moved into! I'm not bashing, I just want equality for all.

Anita, my only problem with this is who torn up these neighborhoods in teh first place?!? As I can not see myself calling anyone who tares up their own homes the victims. Plus most major cities now have homes to sell taht are concemned as fixer uppers to anyone.

And, I say this because many including my oldest daughter buy fixer uppers in Phila.and rebuild them and rent them out to fun their children's college tutitions. a lot use botering for labor, example, my brother is an electrician and he trades off is still to a carpenter , one trades off his car body repair skills and my daughter is a nurse...We cna unite if we only try...

We are survivers so lets try less being the victims. "K" ...so if thisis unknown then we should be sharing these self help our people's tips with each other as this is what the site is for also. (smile)
