The city of Joliet and the Evergreen Terrace Housing Complex have been at-odds for years. Recently, Joliet has tried to condemn the apartments, but a civil lawsuit filed by the U.S. attorney general alleges that the city’s actions would force low-economic status African-Americans out of the city of Joliet. The case will be settled in a Chicago Federal Court.
The complex located just west of downtown Joliet, referred to as the City Center, is along the Des Plaines River directly across from Harrah's Casino Joliet. Some-765 residents who are primarily African-American reside in the complex.
While the lawsuit claims the city violates federal housing laws, city officials say Joliet agrees with the need to provide affordable housing. The officials say that they’ve wanted to redevelop the land of which the complex is on while providing affordable housing to those displaced. The lawsuit alleges that the city's plan does not do this.
The underlying issue for decades in Joliet has been the ongoing negative reputation the Evergreen Terrace Housing Complex has had via local media and newspaper outlets which have continually alleged that the housing complex is a magnet for crime in the city.
