RACHEL MADDOW SHOW, September 14, 2011-- In 2008, President Obama won Pennsylvania by more than 10 points. That gave him 21 electoral votes out of the 270 needed to win the presidency.
Republicans in Pennsylvania plan to change the way electoral votes are counted so that if President Obama performs in 2012 exactly the same way he did in 2008, he would get a net gain of 1 electoral vote.
So by persuading no more people, by winning no more votes, by winning no more congressional districts than in 2008, Republicans have found a way to make up as many as 20 electoral votes for their candidate.
