STUDY FINDS STUDENT KNOWLEDGE OF CIVIL RIGHTS HISTORY HAS DETERIORATED (616 hits)

NEW YORK TIMES, September 28, 2011--When Julian Bond, the former Georgia lawmaker and civil rights activist, turned to teaching two decades ago, he often quizzed his college students to gauge their awareness of the civil rights movement. He did not want to underestimate their grasp of the topic or talk down to them, he said.

“My fears were misplaced,” Mr. Bond said. No student had heard of George Wallace, the segregationist governor of Alabama, he said. One student guessed that Mr. Wallace might have been a CBS newsman.

That ignorance by American students of the basic history of the civil rights movement has not changed — in fact, it has worsened, according to a new report by the Southern Poverty Law Center, on whose board Mr. Bond sits. The report says that states’ academic standards for public schools are one major cause of the problem.

“Across the country, state educational standards virtually ignore our civil rights history,” concludes the report, which is to be released on Wednesday.

The report assigns letter grades to each state based on how extensively its academic standards address the civil rights movement. Thirty-five states got an F because their standards require little or no mention of the movement, it says.

Eight of the 12 states earning A, B or C grades for their treatment of civil rights history are Southern states where there were major protests, boycotts or violence during the movement’s peak years in the 1950s and ’60s.

“Generally speaking, the farther away from the South — and the smaller the African-American population — the less attention paid to the civil rights movement,” the report says.

Alabama, Florida and New York were given A grades. Those states require relatively detailed teaching about the decade and a half of historic events, roughly bookended by the Supreme Court’s 1954 school desegregation ruling and the April 1968 assassination of the Rev. Dr. Martin Luther King Jr. and the enactment of the federal Civil Rights Act a week later.

Many states have turned Dr. King’s life into a fable, said Mr. Bond, who now teaches at American University and the University of Virginia. He said his students knew that “there used to be segregation until Martin Luther King came along, that he marched and protested, that he was killed, and that then everything was all right.”

Alabama, Florida and New York require teaching not only about Dr. King but also about others like James Meredith, who in 1962 became the first black student to enroll at the University of Mississippi; Medgar Evers, the rights organizer murdered the following year in Jackson, Miss.; and Malcolm X, the Muslim minister who challenged the movement’s predominantly integrationist goals.

Some experts in history education criticized the report’s methodology. Fritz Fischer, a professor at the University of Northern Colorado who is chairman of the National Council for History Education, said it was unfair to give Colorado and some other states an F because of vague state history standards, when they are required by state constitutions or laws to leave curriculum up to local districts.

“The grading system they came up with does a disservice in putting the focus on requirements that certain states are unable to meet and will never be able to meet,” Dr. Fischer said.

Even though Colorado’s standards barely mention the civil rights movement, some Colorado schools teach the civil rights movement thoroughly, he said. “I’ve been in classrooms and watched them teach about the sit-ins and about the controversies between Martin Luther King and Malcolm,” he said.

The report is by no means the first to sound an alarm about nationwide weaknesses in the teaching of American history.

Over the past decade, students have performed worse on federal history tests administered by the Department of Education than on tests in any other subject. On the history test last year, only 12 percent of high school seniors showed proficiency.

The law center’s report noted that on that federal test, the National Assessment of Educational Progress, seniors were asked to read a brief excerpt from the Supreme Court’s 1954 Brown v. Board of Education ruling, including the phrase, “Separate educational facilities are inherently unequal.” Only 2 percent of the seniors were able to state that the ruling had been prompted by a school segregation case.

“I appreciate that they are shining a light on this,” said Kathleen Porter-Magee, a senior director at the Fordham Institute, a conservative Washington research group that produced its own report card on states’ American history standards this year. “We found that U.S. history standards were generally mediocre to awful, and this report finds the same thing.”

Even in schools that try to teach history rigorously, the civil rights movement may get short shrift because in the traditional chronological presentation of United States history, teachers often run out of time to cover post-World War II America, said Maureen Costello, a director at the poverty law center who oversaw and edited the report, titled “Teaching the Movement: the State of Civil Rights Education in the United States 2011.”

One reason the center decided to produce the report now is that 2011 is the 50th anniversary of crucial 1961 events, including the freedom rides.

Irma--that's right.

And I have to say...I am proud and pleased that New YOrk is one of the states that keeps the Civil Rights era alive for students. That is one of the reasons why it inspired my interest back in the 1970's, 80's and 90's when I was teaching it.

It is important enough so that we as a nation should never forget!!!!

Rich and Irma, great point. We must enhance the teaching of African American history in public schools, for African American history IS American History. It's sad that most of public school students don't know anything about Black History beyond MLK and Rosa Parks. One day I asked a class that I was supervising back in 2006, "Who Is Muhammad Ali?' and one of our students ACTUALLY thought Muhammad Ali was Will Smith...it;s very saddenening...

While we are fighting to improve the quality and race relations in all public schools, at the same time have schools with African American text-books giving children an excellent education.

And I have to say...one of the main reasons I wrote my book ON THE WINGS OF THE WIND was to promote, celebrate and dignify the study of Black History--and to make it clear that the subject is broader than that. It is really American History--and an important part of it.

Nobody can understand the soul of our nation without studying black history.

Mr. Kigel you and many others do not see it but I do and that is psychologically and subliminally Black Americans want to be sovereign free on a reasonable and fertile portion of this continent that we could call our very own country with borders in my lifetime to worship God, pursue life, liberty, happiness and prosperity in our own way. This resolution is a must and it is divine as well. It is the same resolution inspirit that God rendered on behalf of the children of Israel 4000 years ago.

The two greatest sins committed in the annals of humanity were committed by the Egyptians and White America. And that is mentally enslaving the children of Israel and Black Americans for the sole purpose of slave labor.
The natural spirit and soul that God breathed into man and he became a living soul was destroyed that only God could handle and restore LIFE to the enslaved people. White America cannot undo the destruction of the souls and spirits of Black Americans. Only God could handle and restore LIFE to the enslaved Black American people. The restoring LIFE to Black Americans has begun since God anointed me Black America's first genuine prophet.

Black Americans do not want to continue LIFE as we have been living it under White America since our 500 years of existence. And, since White America orchestrated Black America's existence when White American plantation slave owners bred themselves with their African slaves and every generation that came after Black Americans are a new race of people and is divinely entitled to a reasonable and fertile portion of this continent that we could call our very own country with borders. And, Black America's entitlement is not just from White America orchestrating our existence, but also Black America's contribution to White America and this country becoming the greatest country humanity have witnessed thus far.

So, I understand why Black American children are not interested in a Civil Rights lesson class. Innately Black Americans want to be sovereign free. Nature is pushing the desire to be sovereign free in us the same as when nature pushes a baby to get up and walk because it is natural and that is how God fashioned things.

Everything I say Mr. Richard is going to happen because the legitimacy is there and is divine.

Firstly, I am not the European American prophet. I am the prophet of all 41 million Black Americans. As such, my perspective, concern and divine powers are limited to Black Americans only.
I came for Black Americans the same as when Moses came for the children of Israel.

You are stupid because you have the Bible to guide you concerning how God handled the children of Israel plight and now you have the ignorant nerve to tell me that the perspective that MUST be in civil rights is for the European American to heal themselves of the indignity of an era 1492-1864.

Well stupid, in the book of Exodus for the children of Israel were there a provision in civil rights for Pharaoh and the Egyptians to heal themselves for the time (430 years) they had enslaved the children of Israel? Are you stupid?

The concerned is not about the perpetrators being healed. The concern is that the victims be made whole or healed. Was not God concerned about the children of Israel rather than Pharaoh and the Egyptian people? Then, should not God be concerned for Black Americans rather than White America?

Do you understand why I call you stupid? Is because you cannot rationalize with all the facts you have around you to think better you think stupidly.

Study the story in the Bible about Moses, Pharaoh and the children of Israel. Learn something!

But most importantly, Black Americans are not concerned about White America's civil rights for Black Americans since Black Americans have begun our journey and preparation towards becoming a sovereign people on a reasonable and fertile portion of this continent that we could call our very own country with borders when God anointed me.

Rich, Lets face it...our public schools have now become killing grounds...a place where the average children would not know a civil, moral, legal right if it was right in front of them, but they know how to not respect self or others especially the teachers because they know thy have THE RIGHT NOT TO DO SO AND IF THEIR PARENTS KICK THEIR BEHINDS FOR THIS BEHAVIOR THEY DID NO TLEARN AT HOME THEN TEHY KNOW THEY HAVE THE RIGHT TO HAVE THE PARENT ARRESTED...

ANYONE THERE TO TELL THEM THAT SOMEON EMUST BUY THE FOOD, CLOTHES AND PAY THE BILLS???????????????????...N-O-P-E, RIGHT????????????? (SMILE)

1. People must take classses in Child behavior to get married or with in on eyear of having the first child.
2. Each parent or child care provider must learn that the teachers spends more time with our child than we do each day.

Some great advantages we have as a race is we are oral learners and we as a human race have children with that never ending asking , "WHY" so lets start learning the proper education to put in the blanks that are true and real and actual when we come up with those never ending WHYS long before they learn to read and write so they can be better able to ask those whys to their teachers...and as adults we need to keep a watch on our community's education syatem to make sure this is what is going gone?

Lets start by demanding our teachers get back the rights they had when we were in grade school our selves. (smile) BECAUSE BY THE TIME A CHILD IN THE SECOND GRADE IS COMING BEFORE A JUDGE I COURT, OR LIFE ENDS BEFORE IT GETS STARTED... @robert, and Siebra I agree with you 1000%...in each family home should be a history of their culture, because our culture is what determiines our past, present and our future and because each culture requires historical information of ones religious faith's history it also would provide a way to see just how much alike mankind is than they are different. (smile)
