Well, all children need the basic necessities of life (food, clothing and shelter), no doubt. If a White family is sensitive about race issues, if they already have meaningful daily interactions with Blacks and other ethnic groups, then maybe it can be appropriate.
However, when someone who has had NO CONNECTION with Blacks wants to take a Black child into a completely White environment, then he or she is going to be raised to be something other that what many
people would suspect him or her to be, based on how he or she looks. I think thats where the problem arises.

As long as the adoptive people have interacted with people of the same background as the children, I feel people should be allowed to adopt children of other races. This is one way to teach adults about other cultures. If you start teaching the children when they are young, for the most part, what they learn will remain with them.
