Eyes of the Army U.S. Army Roadmap for UAS 2010-2035 (2805 hits)

Foreword

The U.S. Army began combat operations in October 2001 with 54 operational Hunter and Shadow unmanned aircraft. Today, the Army has over 4,000 unmanned aircraft systems (UAS) in various sizes and capabilities with still more programmed. After nearly 9 years of continuous combat operations, we have significantly evolved the way we employ UAS in support of our Warfighters. These adaptations are reflected in the tremendous growth of platforms and the expanded capabilities in the current UAS force. While Joint Capabilities Integration and Development System (JCIDS) documents have captured approved requirements and official programs of record have been established, it is now time we pursue a comprehensive strategy or roadmap for establishing future UAS requirements.

The purpose of The US Army UAS Roadmap (2010-2035) is to provide a broad vision for how the Army will develop, organize, and employ UAS across the full spectrum of operations. The major ideas that emerge will provide a common foundation for continued learning and analysis. We will evaluate ideas and challenge assumptions to develop a full range of UAS capabilities. The roadmap will inform warfighting functional concepts, contribute to capabilities-based assessments, and assist in the development of resource informed decisions on new technologies that will be evaluated through comprehensive experimentation and testing. Ultimately, our roadmap will frame an answer to the question, “What UAS capabilities do we need for the Army in the future?”

As described in the Army’s Capstone Concept, to operate effectively under conditions of uncertainty and complexity in an era of persistent conflict, leaders must understand the situation in depth, adapt the actions of their formations to seize and retain the initiative, and be capable of rapid operations over extended distances while sustaining operations over time and across wide areas. Developing and integrating UAS into these formations provide the means to broaden situational awareness as well as improve our ability to see, target, and destroy the enemy. We also expect the UAS of the future to contribute to responsive and continuous sustainment in unsecure, austere environments.

The road map provides the basis for an evolutionary approach to developing and integrating UAS capabilities into our formations. The road map is divided into three time periods: near (2010-2015), mid (2016-2025), and far (2026-2035). The near-term focus addresses gaps in today’s UAS capabilities while emphasizing the rapid integration of existing technologies to meet current demands of the Warfighter on the ground. The mid-term focus is on integrating additional multipurpose UAS into all aspects of Army operations ranging from “Network” support to “Cargo” capable. The more distant future is focused on increasing capability while reducing size, power, and weight requirements. We will review the roadmap every 2 years to remain relevant with operational needs, lessons learned, and emerging technology.

Our first edition UAS Roadmap provides a new direction for future UAS development, and we will adapt it over time to meet the needs of the Soldiers on the ground.

Second, this Budget begins the process of implementing my new defense strategy that reconfigures our force to meet the challenges of the coming decade. Over the past 3 years, we have made historic investments in our troops and their capabilities, military families, and veterans. After a decade of war, we are at an inflection point: American troops have left Iraq; we are undergoing a transition in Afghanistan so Afghans can assume more responsibility; and we have debilitated al Qaeda’s leadership, putting that terrorist network on the path to defeat. At the same time, we have to renew our economic strength here at home, which is the foundation of our strength in the world, and that includes putting our fiscal house in order. To ensure that our defense budget is driven by a clear strategy that reflects our national interests, I directed the Secretary of Defense and military leadership to undertake a comprehensive strategic review.

I presented the results of the review, reflecting my guidance and the full support of our Nation’s military leadership, at the Pentagon on January 5. There are several key elements to this new strategy. To sustain a global reach, we will strengthen our presence in the Asia Pacific region and continue vigilance in the Middle East. We will invest in critical partnerships and alliances, including NATO, which has demonstrated time and again—most recently in Libya—that it is a force multiplier. Looking past Iraq and Afghanistan to future threats, the military no longer will be sized for large- scale, prolonged stability operations. The Department of Defense will focus modernization on emerging threats and sustaining efforts to get rid of outdated Cold War-era systems so that we can invest in the capabilities we need for the future, including intelligence, surveillance and reconnaissance capabilities. My Administration will continue to enhance capabilities related to counterterrorism and countering weapons of mass destruction, and we will also maintain the ability to operate in environments where adversaries try to deny us access. And, we will keep faith with those who serve by giving priority to our wounded warriors, servicemembers’ mental health, and the well-being of military families.

Adapting our forces to this new strategy will entail investing in high-priority programs, such as unmanned surveillance aircraft and upgraded tactical vehicles. It will mean terminating unnecessary and lower-priority programs such as the C-27 airlift aircraft and a new weather satellite and maintaining programs such as the Joint Strike Fighter at a reduced level. All told, reductions in the growth of defense spending will save $487 billion over the next 10 years. In addition, the end of our military activities in Iraq and the wind-down of operations in Afghanistan will mean that the country will spend 24 percent less on overseas contingency operations (OCO) this year than it did last year, saving $30 billion. I also am proposing a multi-year cap on OCO spending so that we fully realize the dividends of this change in policy.

FY2009–2034 Unmanned Systems Integrated Roadmap

EXECUTIVE SUMMARY

In today’s military, unmanned systems are highly desired by combatant commanders (COCOMs) for their versatility and persistence. By performing tasks such as surveillance; signals intelligence (SIGINT); precision target designation; mine detection; and chemical, biological, radiological, nuclear (CBRN) reconnaissance, unmanned systems have made key contributions to the Global War on Terror (GWOT). As of October 2008, coalition unmanned aircraft systems (UAS) (exclusive of hand-launched systems) have flown almost 500,000 flight hours in support of Operations Enduring Freedom and Iraqi Freedom, unmanned ground vehicles (UGVs) have conducted over 30,000 missions, detecting and/or neutralizing over 15,000 improvised explosive devices (IEDs), and unmanned maritime systems (UMSs) have provided security to ports.

In response to the Warfighter demand, the Department has continued to invest aggressively in developing unmanned systems and technologies. That investment has seen unmanned systems transformed from being primarily remote-operated, single-mission platforms into increasingly autonomous, multi-mission systems. The fielding of increasingly sophisticated reconnaissance, targeting, and weapons delivery technology has not only allowed unmanned systems to participate in shortening the “sensor to shooter” kill chain, but it has also allowed them to complete the chain by delivering precision weapons on target. This edition of the Unmanned Systems Roadmap attempts to translate the benefit of these systems and technologies into the resultant combat capability by mapping specific unmanned systems to their contributions to Joint Capability Areas (JCAs) such as Battlespace Awareness, Force Application, Force Support, and Logistics.

As the Department of Defense (DoD) continues to develop and employ an increasingly sophisticated force of unmanned systems over the next 25 years (2009 to 2034), technologists, acquisition officials, and operational planners require a clear, coordinated plan for the evolution and transition of unmanned systems technology. This document incorporates a vision and strategy for UAS, UGVs, and UMSs (defined as unmanned undersea vehicles (UUVs) and unmanned surface vehicles (USVs)) that is focused on delivery of warfighting capability. Its overarching goal, in accordance with the Defense Planning Guidance (DPG), is to focus military departments and defense agencies toward investments in unmanned systems and technologies that meet the prioritized capability needs of the Warfighter that include:

1. Reconnaissance and Surveillance. This remains the number one COCOM priority for unmanned systems. While the demand for full-motion video (FMV) remains high, there is an increasing demand for wide-area search and multi-INT capability. Processing, Exploitation, and Dissemination (PED) remains a key area highlighting the need for interoperability.

2. Target Identification and Designation. The ability to positively identify and precisely locate military targets in real-time is a current shortfall with DoD UAS. Reducing latency and increasing precision for GPS-guided weapons is required.

3. Counter-Mine and Explosive Ordnance Disposal. Since World War II, sea mines have caused more damage to US warships than all other weapons systems combined. IEDs are the number one cause of coalition casualties in Operation Iraqi Freedom. A significant amount of effort is already being expended to improve the military’s ability to find, mark, and destroy land and sea mines as well as IEDs.

4. Chemical, Biological, Radiological, Nuclear (CBRN) Reconnaissance. The ability to find chemical and biological agents, as well as radiological or nuclear weapon materiel and/or hazards, and to survey the extent of affected areas while minimizing the exposure of personnel to these agents is a crucial effort.

The Office of the Secretary of Defense (OSD) is responsible for ensuring unmanned systems support the Department’s larger goals of fielding transformational capabilities, establishing joint standards, and controlling costs. OSD has established the following broad goals to steer the Department in that direction.

Goal 1. Improve the effectiveness of COCOM and partner nations through improved integration and Joint Services collaboration of unmanned systems.

Goal 2. Support research and development activities to increase the level of automation in unmanned systems leading to appropriate levels of autonomy, as determined by the Warfighter for each specific platform.

Goal 3. Expedite the transition of unmanned systems technologies from research and development activities into the hands of the Warfighter.

Goal 4. Achieve greater interoperability among system controls, communications, data products, data links, and payloads/mission equipment packages on unmanned systems, including TPED (Tasking, Processing, Exploitation, and Dissemination).

Goal 5. Foster the development and practice of policies, standards, and procedures that enable safe and effective operations between manned and unmanned systems.

Goal 6. Implement standardized and protected positive control measures for unmanned systems and their associated armament.

Goal 7. Ensure test capabilities support the fielding of unmanned systems that are effective, suitable, and survivable.

Goal 8. Enhance the current logistical support process for unmanned systems.

This Unmanned Systems Integrated Roadmap represents the Department’s first truly synchronized effort that increases the focus on unmanned systems, and through interoperability with manned systems, establishes a vision in support of our Warfighters. This Roadmap projects the types of missions that could be supported in the future by unmanned solutions, and the improvements in performance that can be expected as a result of investment into identified critical unmanned technologies. It recommends actions the Department can pursue to bring the projected vision to fruition. In short, this Roadmap informs decision makers of the potential to more effectively and efficiently support the Warfighter by continuing to leverage unmanned systems.

Before we can BE the government we need to UNDERSTAND the government. That is now MY 4 year plan. My only intent at this point is to research and report, and this public domain information supplied to us by our government is the place to start. There is a whole lot more on the OMB website than the tiny excerpt given so far.

I'm hoping that by understanding the technology, first, to discover all the uses this technology may be put to, domestic as well as international. And I have a special interest in knowing how this technology might be used in present and future climate modification programs. There are many allegations (often labeled conspiracy theories). I want FACTS, and ideally, facts provided by official government sources.

Irma, when was the last time Congress declared war? But more than that, regardless of who is making the decisions, how do we, as you rightly say, effect PEACE AND DIALOGUE? My hope is that the President and our other elected Representatives are following our discussions here. And part of that is to use the traditional means of CONTACTING our President and Representatives.

Unmanned Aircraft Systems – UND Graduates New Generation of Aviation Professionals

Among the nearly 1,500 receiving degrees from the University of North Dakota during spring commencement on Saturday, May 21st, will be the first graduates in the nation with degrees in unmanned aircraft systems (UAS) operations.

“It’s truly the first and only kind of its major program in the country at this point,” said Kent Lovelace, chair of the aviation department at the UND John D. Odegard School of Aerospace Sciences. “These are the first graduates from anywhere in the country with a degree in UAS operations.”

The five students eligible for graduation are Christopher Burger, Ritzville, Wash.; Jeremy Duke, Everett, Wash.; Adam Julson, Flandreau, S.D.; Alexander Gustafson, Vashon Island, Wash.; and Brett Whalin, Rapid City, S.D. The commencement ceremony will be held at 1:30 p.m. in the Alerus Center at Grand Forks.

“Unmanned aircraft are having a profound impact on aerospace,” said Bruce Smith, dean of UND Aerospace. “We’re on the leading edge of UAS development. We now have 44 students signed up as majors and 78 students signed up for our UAS introductory course.”

Julson is excited about the opportunity to be part of an emerging aspect of aviation in which the sky is literally the limit. “What attracted me is that it’s the next big thing,” he said. “You’re on the forefront of the unmanned portion of aviation.”

For Duke, who worked for 10 years in the auto body industry before coming to UND, the attraction was the potential to apply UAS technology to weather research, which is the career direction he hopes to pursue.

“I flew weather modification missions for a summer and could see the application,” he said.

All the UAS majors are finding great interest from potential employers, and some have already lined up jobs. The field is expected to explode when the Federal Aviation Administration (FAA) opens airspace to civilian applications.

Administrations predict significant growth in the unmanned aircraft systems (UAS) sector of aviation. Though UAS have traditionally been used in segregated airspace where separation from other air traffic can be assured, administrations expect broad deployment of UAS in non-segregated airspace alongside manned aircraft. Current and future UAS operations may include scientific research, search and rescue operations, hurricane and tornado tracking, volcanic activity monitoring and measurement, mapping, forest fire suppression, weather modification (e.g. cloud seeding), surveillance, communication relays, agricultural applications, environmental monitoring, emergency management, and law enforcement applications.

This is a great blog for trying to speak about our military budget and plans...here is teh lateszt up dates on this...poor China has just been forced to get a brand new government...actually had to laugh watcing this report and excuses since the citizens who have had a taste of living off the farm now has to hire peope to work their farms for them or they must leave the city now are after more pay so they can pay those to work for them...theonly way to get above and beyond everyone in a Communist nation (except the 1%) to get the same pay, period is to do exactly what they are doing...DEMANDING UNIIONS!!!
