As of June 30, 2011, 1,325 inmates in California prisons were serving sentences for marijuana offenses, including 1,224 imprisoned in 2010, both decreases from the previous year. Marijuana offenders—costing an average of $45,800 per year to imprison and serving an average of 13 months behind bars—cost the state $60 million in 2011. More important than cost is equal justice. In a previous report, the Center on Juvenile and Criminal Justice (2010) found that California imprisoned African-Americans for marijuana offenses at 13 times the rate of Non-black offenders. CJCJ concluded that California’s criminal justice system can be divided into two categories with respect to marijuana: one system for African-Americans, another for all other races. This update, using data through December 31, 2010, finds the Black/Non-black marijuana imprisonment discrepancy is now approximately 10-fold: 7 times the rate of Latinos, 13 times the rate of Whites, and 20 times the rate of Asians (see Table 2). http://cjcj.org/files/Misdemeanor_marijuan...

Cynthia, yes it's legal for medical purposes but you have to get a doctor's recommendation and that costs, and you need to get it renewed every year. With your recommendation you're allowed to grow it yourself, but that takes space and more money. They fed's strategy has been to shut down the clubs, so people are back to getting it on the street unless they grow their own.

Washington state ponders next moves in marijuana standoff Posted 29 days ago. By Scott Bomboy Washington state officials are dealing with new issues as they discuss a resolution to their state’s conflict with the federal government over legalized marijuana. But the state remains committed to legalization. Newly sworn-in Governor Jay Inslee was in the nation’s capital on Tuesday to meet with Attorney General Eric Holder and Justice Department officials about his state’s decriminalization of recreational marijuana use. After the meeting, Inslee said the state was moving forward with making rules about growing, processing and selling marijuana, under very controlled circumstances. Washington state and Colorado both legalized pot in November 2012 voter referendums that seemingly violate federal laws. In November, Colorado Governor John Hickenlooper reportedly spoke with Holder about the same issue on a phone call. Voters in the two states chose to legalize it for recreational use following 18 states that approved it for medical use. The marijuana issue is complicated, since the federal government considers marijuana (both medical and recreational) a Schedule 1 controlled substance that is illegal. But it also doesn’t have the financial and human resources to arrest marijuana users in Washington state and Colorado. So while federal law is designed to trump state law when it comes to marijuana use, the reality is that the two sides will need to reach some type of compromise. Leaders like Inslee and Hickenlooper are pressing the Justice Department to file a lawsuit or to define which parts of the federal laws they plan to enforce. Inslee, a Democrat, said during his election campaign that he didn’t support legalization, but he would honor the voters’ wishes as governor. Now, as governor, Inslee is facing several offshoots of the federal-state legal conflict that are problematic. Earlier this week, two stories highlighted legal wrinkles in allowing recreational marijuana use in conjunction with federal resources. In one instance, farmers in Washington have been running into problems if they want to grow marijuana as a cash crop: The agricultural research they need may come from state universities that get federal funds. Also, recreational marijuana is posing an interesting problem at ski resorts, which pose to benefit from an influx of newly interested tourists. Many ski resorts in Washington and Colorado use federally owned land, says the website On the Snow, and the Justice Department has made it clear that pot use won’t be tolerated on federal property. David Cronheim, an attorney who specializes in skiing legal issues, told On the Snow that the federal law rules supreme when it comes to marijuana use on the slopes. “Where state law conflicts with federal law, the federal law controls. That’s known as the supremacy clause,” said Cronheim. “Personally, from a lawyer’s perspective, I think it’s a dangerous proposition when states try to nullify federal law. Officials in Washington state were scheduled to have their first public meeting on Tuesday night to discuss how to draw up rules about public marijuana sales. On Monday, Washington state officials said they expected to exercise close control over the cultivation and processing of marijuana, in order to avoid conflict with federal authorities. Washington’s Liquor Control Board will regulate the process. Marijuana advocates also received a court defeat on Tuesday when a federal appeals court in Washington, D.C., rejected a petition to remove the substance from the list of Schedule 1 controlled substances. Obama Administration Shatters Campaign Promise, Escalates Crackdown on Medical Marijuana Despite promises to the contrary on the campaign trail, the Obama administration has announced an escalation in its war on legal medical marijuana dispensaries in California and elsewhere. Federal prosecutors have sent letters to landlords and owners of dispensaries across California warning them to halt sales of marijuana within 45 days or face property seizures and other legal backlash, though some raids have already commenced. Driving Marijuana Back into the Black Market “This is much worse than reneging on a campaign pledge or being bad politics at a time when 80 percent of the public supports medical marijuana,” Neill Franklin, the executive director of Law Enforcement Against Prohibition, said in a statement. “This crackdown is going to endanger public safety. The fact is, people in California and the other states with medical marijuana laws are going to use their doctor-recommended marijuana whether the Department of Justice likes it or not.” The question, Franklin points out, is whether patients will purchase their marijuana legally and safely at a dispensary or whether they will turn to an inevitably dangerous and violent black market. Will we regulate and tax marijuana sales or spend billions fighting a never-ending war on drugs? “ The president should be focusing on creating more jobs,” Franklin noted, “not threatening to close down businesses that are bringing commerce to their communities.” In a press conference today, the four US Attorneys in California announced they would begin prosecuting operations across California in earnest, going much further than the Bush administration in cracking down on legal medical marijuana. “How can the Obama administration say that it’s fine for sick people to use this proven medicine, and yet tell them they can’t have any legal place to get it?” asked Rob Kampia, executive director of the Marijuana Policy Project. “Medical marijuana isn’t going away. Over 70 percent of Americans support making medical marijuana legal, and 16 states allow it.” Kampia also noted that the policy would cause needless suffering in many patients who would no longer have access to medical marijuana. No doubt many medical marijuana patients do use the drug for recreational purposes, but that doesn’t change the fact that many very real patients will suffer due to this administration’s efforts to strangle medical marijuana in its cradle. Yes But What About the Children? The war on drugs has been a failure. Full stop. The Obama administration’s refusal to live up to its promises and its inexplicable decision to push medical marijuana back into the violent black market is yet another blotch on the administration’s already abysmal record on prohibition. Instead of either allowing states to handle marijuana law on their own or taking a hands-off approach as promised, Obama is ramping up an expensive and futile war, this time on people who often rely on marijuana for their health. Furthermore, there is simply no justification for this move, which creates unnecessary violence and wastes taxpayer dollars on something that has been overwhelmingly supported at the polls. In a democratic effort to create legal and safe access to marijuana in nine states in this country, voters have spoken. The federal government and the Obama administration have refused to listen. This is simply government overreach without even the faint whisper of a purpose, yet another in a long list of disappointments from this president, whose record on drugs, immigration, and now the assassination of American citizens is even worse than his predecessor. What we could do is remove the prohibition against marijuana. The legal history of cannabis in the United States relates to the regulation of marijuana use for medical or recreational purposes in the United States. Regulations and restrictions on the sale of Cannabis sativa as a drug began as early as 1860. Increased restrictions and labeling of cannabis as a poison began in many states from 1906 onward, and outright prohibitions began in the 1920s. By the mid-1930s Cannabis was regulated as a drug in every state, including 35 states that adopted the Uniform State Narcotic Drug Act.[1]

The National Conference of Commissioners on Uniform State Laws developed the Uniform State Narcotic Drug Act in 1934 due to the lack of restrictions in the Harrison Act of 1914. The act was a revenue-producing act and, while it provided penalties for violations, it did not give authority to the states to exercise police power regarding either seizure of drugs used in illicit trade or punishment of those responsible.[1] Harry J. Anslinger, a member of the Federal Bureau of Narcotics, campaigned and lobbied for passage of the Uniform State Narcotic Act.[2] The draft of the act was submitted to the American Bar Association at its meeting in Washington in 1932, and it was officially approved by that body and sent to various states the following year. The purpose of the act was to make the law uniform in various states with respect to controlling the sale and use of narcotic drugs.[3] The Commissioners on Uniform State Laws intended to effectively safeguard and regulate narcotic drugs throughout all of the states.[1] Initially, only nine states adopted the uniform state statute. President Roosevelt supported adoption of the Act in many more states in a message on Columbia radio network in March 1935.[4] Anslinger launched a nationwide media campaign declaring that marijuana causes temporary insanity. The advertisements featured young people smoking marijuana and then behaving recklessly, committing crimes, killing themselves and others, or dying from marijuana use. The propaganda campaign was a success and all states signed on.[2]

Your spirit and essence of your blog is racism and inquilinity that Black Americans are locked-up ten times more that other races are for the same offence am I right so far? Since I am right your solution of prohibition is not the answer since the underlying racism and inequality will still be existing against Black Americans in White America. The only thing that was against the Children of Israel from Pharaoh’s point of view was that the Children of Israel were racially different from the Egyptians. What is wrong with Black Americans from White America’s point of view is that Black Americans are racially different from White Americans am I right. I expect God to resolve Black America’ racial problem in White America as God had permanently resolved the Children of Israel’s problem in Egypt 4000 years ago with the coming of Moses. In Egypt 4000 years ago the Egyptian solders locked up more Hebrews for carrying wine sacks than the other races in Egypt and God came along and delivered the Children of Israel out of the hands of Pharaoh as I’ve been saying that God will deliver Black Americans into our own country which is a reasonable and fertile portion of this continent. So, prohibition is not the solution! The solution is what I’ve been saying. Sovereignty is Black America’s only permanent solution.

Steve, I am not going to argue with you because you don’t even know and understand what you posted. The blog is not about Marijuana stupid. If your blog was about Marijuana then Marijuana would preceded California locking up Black Americans. The blog is about Black Americans being locked up at a rate ten times more than other races are for the same offense. The subject is about Black Americans and the predicate is about California locking up Black Americans for Marijuana ten times the rate of other races. And, my question to you was what Black Americans can do about this racism and inequality. It is not true that the Hebrews ever ruled over Egypt. What you are actually saying is that the Hebrew people are lying on themselves when they wrote their own story of the events of Moses in the Bible and Torah am I right. Did not the Pharaoh who did not know Joseph say to his buddies that the Hebrews should been enslaved?
