Story in progress:
Attorney General Sceric Housetom, despite the ongoing utter devastation all over America, was up in congress making his case for an even greater portion of the national budget to now rebuild the justice system's facilities and replace manpower. And Despite the war's escalating, congress was obliged to grant the funds. Same time, the Secretary of Defence was present there for the very same reason. America's defences were going to need to be upgraded to fight this phantom terror force that was making effortless progress at eroding the nation from the inside out. That argument went full philabuster, with no consensus at the end in favor of making the country safer from the present threat at hand.
For justice they put additional funds into UNIVERSAL urban school to prison pipelines. More Zero Tolerance programs that create criminal records for students causing disruptions at school or even being late. Effective immediately in every school zone across the country.
Housetom also submitted bills to be passed by congress creating new laws that would help rebuild the criminal population.
From now on it would be a crime for any black or other minority person to walk on a street where police were present.
From now on it would be a crime for minorities to dress anything but business casual. Otherwise they get charged with looking like gang members.
From now on it would be a crime to be unemployed and a minority.
From now on it would be a crime for police to see a minority, without a suit, walking up the street, looking for a job.
Another domestic program was created to radicalise religious people, by planting undercover operatives in houses of worship to find individuals that could be coerced into carrying out acts of terror. This was farfetched, but it brought back results in fbi field tests. Putting the ideas into them, bringing their criminality to surface, then arresting them in commission of terrorism, before they actually commit the real act. Most of the time. Whenever that went wrong, they would frequently just say that authorities had them on a watchlist.
Granted.
When news of these new laws was shown to the American people, there were protests in the urban areas. Housetom was back the next day asking for more money and laws to prosecute protesters. Granted.
By his calculations he would be able to rebuild a bigger and better system with twice the population, now that they could bring kids straight from school and arrest them again for walking out of the prisons without a suit or job.
Unbeknownst to the representative of the justice system, he was being shadowed.
When everywhere throughout the US, good and bad people (mostly the bad) were being wiped off the map, confusion was gripping the innocent and there was no telling what was going to happen next, all Housetom could think of was himself. He had worked his way up through the American justice system: a cop, attorney, city, state, federal and so up. An African American himself, he was known as the Tom-Scrooge among his people. His only concern was that the prisons, (his personal treadmill workhouses), were up and running, so that he could have time to sit back and count his bounties from not just using the money from congress; rather, investing it into this system so he could launder the rest and grow miserly. And that he did. For he was just as reluctant to dish out a pittance of currency as he was willing to see even a smidgen of true justice delivered to his country's people, particularly the quadrant of society that he elevated himself from.
Over the years as the country's big black boss hog, Housetom had championed multitudes of legislature to keep the minority populations always entangled with the law. But this time he was thinking truly on an industrial scale.
There was the long standing order for police to shoot at any black man in self defense, as soon as their ethnicity is distinguishable.
There was another practice of creating criminal records for any minority that was related to, married to or friends with any person (white or not) that had so much as a jay-walking ticket.
The best one was the prevention law that let police arrest anyone that they thought might commit a future crime. So if you look like you might jay-walk, today or tomorrow, that was it.
But that was far from being enough for America's biggest slave trader.
He would build actual pipelines that led from under the schools, in all urban areas, to central prisons. Once the children were dropped into the large pipe tunnels, the only way for them to get out would be at the prison at the other end. This would quadruple the output of the previous juvenile system they had designed with revolving doors. Damn kids never which way they were going, it was a wonderful success. The new one would bypass all that altogether.
To better round up the unemployed minority populations, the new plan to put additional surveillance cameras throughout the urban areas was one part of testing out Artificial Intelligence, law enforcement software; that would detect minorities and their garment appearances, then alert authorities to their location for retrieval. That same software would also be linked in to the footage of all the security cameras in liquor stores, shopping centers and places of employment, to snare the maximum Business casual image law breakers.
It was the improvement on the wheel that he was waiting for, and as far as he knew, no one in the US of A could stop his onslaught on the lives and liberties of its people.
In the evening to follow the bout with congress, the Secretary of Defence was calling his cabinet together for another strategy meeting on the domestic war efforts. The Chiefs were silent, passing memo notes down the table to their boss. Good news, the enemies are showing no signs of further aggression. Still dunno who's attacking us though. No criminals or crime now, we should pin a medal on them. Heard you let the law man get away with our scrilla, you got pair issues, but we'll get to that later. Don't we have a department in our government that makes sure the people here aren't being their own worst enemies? First week no one that was scared to stop real crimes, wasn't wasting time making enemies out of the country we are sworn to protect too. As a minority without problems with the law, I'm feeling damn good about the entire war these days. Yeah, maybe they'll take care of the veteran's hospital, ya know...to boost morale.
Unable to understand what was taking place, the boss took a look around the table and at all the other faces in the room. Clearly they were distracted. Texting, watching or playing with their mobiles, picture magazines, two were playing punting goals with the triangle paper football. Not the usual brisk military men that normally filled these seats. There was something going on that he didn't know about, or maybe this was why the Pentagon had always maintained certain cautions when placing too many minorities in high posts. It was too soon to tell.
When anything threatened the capital or anything in it, the nation's defences were always at their highest alert. All the important buildings, monuments and people are piled up with an array of protection measures. The city goes on lock down and it's safer than a bank vault. All of the likely targets are swept and double checked. They are trained to expect anything. When chatter was posted online about a possible threat at the Annual IRS Agency Ball and nothing was done to prevent the attack that soon came after, people weren't sure if it was another fbi operation that this time was intentionally let to happen or real terrorists. Tax returns were already done, so most people were doubly relieved.
Other blasts began occurring on the hour in different cities. The news media was in a frenzy trying to cover the random explosions that rocked the nation's metropolitan regions. No one could predict where the next one would hit; however, after several hours most every American knew when it would though. The terrorists definitely had their attention. People were lucky to get away alive, and so far there had been no casualties from the hourly bomb blasts. It went on for days and finally the American public woke up to a problem that every individual across the demographic map had to face. Whoever they were, they had deleted the criminal population overnight, diminished law enforcement, stopped crime though, stopped the taxman too, and were through doing favors for the people of the country under attack. Every hour held true and it went on.
The essential government people had gone to underground bunkers and stayed in constant session. Votes were being considered to lift the act banning the military to operate at home.
