Did God give us each the power to discern scripture? Or did God ordain that we need to rely on others to know what is scripture?
Is the book of Tobit scripture? If not, why not? If so, why so?

would that be pharoahnic, astrological, buddhistic, eastern/western or Hebraic?

Prior to the 1952 discovery of Aramaic and Hebrew fragments of Tobit among the Dead Sea Scrolls in Cave IV at Qumran, it was believed that Tobit was not included in the Jewish canon because of late authorship, which was estimated to 100 AD.
This book tells the story of a righteous Israelite of the Tribe of Naphtali named Tobit living in Nineveh after the deportation of the northern tribes of Israel to Assyria in 721 BC under Sargon II. (The first two and a half chapters are written in the first person.)
Tobit was originally raised by his paternal grandmother Deborah and remained loyal to the worship of God at the temple in Jerusalem, instead of joining in the cult of the golden calves set at Dan by Jeroboam,

All scripture is inspired by God. That is the test and each individual has the power and the obligation to make their own determination. That's why I have no problem with Deuteronomy 22:28-29, because it's not inspired by God therefore not scripture.

It's because the were a warlike people and couldn't afford to eliminate a warrior over a mere woman, unless she already 'belonged' to someone else, or unless he was a rebellious son and not a useful warrior anyway. It was the Israelites who made their laws, not God.
