Ex-convict from Antioch charged in West Oakland fatal shooting (1407 hits)


OAKLAND — An Antioch man who has served federal and state prison terms has been charged with murder in the fatal shooting June 4 of a man dumped from a car on a West Oakland street, according to authorities and court records.

Artison Manalastas, 31, is also charged with vehicle theft for taking a Cadillac that belonged to the victim, Andrew Williams, after the killing, and being a felon in possession of a firearm.

He is being prosecuted under “three strikes, you’re out” statutes and is due to enter a plea July 6. He is being held without bail.

The men had been acquaintances for several months but a motive for the killing has not been confirmed, Officer Mike Jaeger said.

Williams, 32, who had addresses in San Pablo and Oakland, was shot while driving his car and was dumped about 3:20 a.m. June 4 in the middle of the roadway in the 1600 block of Linden Street.

According to police and court documents, Manalastas talked voluntarily with investigators June 5, saying he had been with Williams but denied involvement in the killing. He was not detained.

According to court records, investigators subsequently learned that after shooting Williams in the Cadillac and dumping his body, Manalastas drove away in the car and later was seen on video driving it across the Carquinez Bridge into Vallejo.

Police also found video of Manalastas and Williams together in West Oakland shortly before the killing, authorities said. Manalastas was wearing the same clothing then that he wore while driving the Cadillac after the killing, according to court records.

Police eventually obtained a probable cause arrest warrant for Manalastas. He was arrested June 9 in Concord at the vehicle maintenance business where he worked. He declined to talk to investigators and was formally charged June 12.

The same day he was charged, police found the Cadillac, which had been pushed off the road on Grizzly Peak Boulevard and down a steep embankment in the Oakland hills, authorities said.

According to court records, Manalastas was convicted in federal court in October 2013 of being a felon in possession of a firearm. He was sentenced to 37 months in prison and was released last year. He also has prior convictions in Alameda County in March 2008 and served prison time for home-invasion robbery and first-degree residential burglary.

Andrew was surrounded by so many good friends, lifelong friends, many whom I myself have known for almost 20 years. It's very hard on them, his brothers, and of course, his mother. The memorials were beautiful, and for me the gathering in Washington Park, Alameda, after the service seemed the most touching of tributes to his life. Thank you Robert, from the bottom of my heart.
