The Constitution says that Speaker of the House has the power to invite the President of speak to both houses of congress.
By tradition and protocol, the President cannot address a joint session of Congress without an invitation from the Speaker of the House.
While the State of the Union is a constitutional requirement of the office of the Presidency, the exact manner, timing, location and frequency of the address is not specified in the Constitution.
However Steve, since the invitation is at the Speaker’s discretion, it is the Speaker’s right to revoke it, or ask that the address be rescheduled or postponed. Congress does not work for, and is not subservient to, the President. The Constitution makes the executive and legislative branches co-equal branches of government. The President cannot “order” Congress to do anything it does not want to do.
That is what the Constitution has to say on this subject, bottom LINE.

To follow on BettyC’s post from earlier today, the only way the President, or anyone else for that matter, makes a joint address to Congress is if both chambers pass a joint concurrent resolution inviting that person to do so. Speaker Pelosi has now made it abundantly clear that until the partial shutdown is ended and the parts of the government that are now closed are reopened, there will not be a joint concurrent resolution brought up, let alone passed, in the House of Representatives inviting the President to deliver the State of the Union address.
The President needs to come to terms with a simple reality: he is not in control over this matter. Speaker Pelosi is both smarter than he is and a strategic thinker, which he isn’t. He has no power over her.

Pelosi's victory is insignificant. The government is still shut down, the federal workers are still suffering, the President still has his signature, and Pelosi is responsible for the entire mess. The days of interminable continuing resolutions are at an end.

What you see as the "State of the Union" is a speech Ron. That is not what the Constitution is talking about. What we have in this section is the authority of the President to make his concerns known to Congress as to needed legislation. The President made his decision because of political concerns. I think he should have just sent letters to Nancy and Mitch but he is President. Either way, Nancy is looking horrible, a mere puppet of Alexandria Ocasio-Cortez.
