The North Carolina NAACP has filed a federal complaint against the Wayne County Board of Education for racial discrimination. The complaint, which was filed in the Office of Civil Rights of the U.S. Department of Education and the Civil Rights Division of the U.S. Department of Justice Tuesday, alleges that the board's practices and policies have led to ‘extreme re-segregation' of schools. "The County Board of Education, through its exclusionary policies and gross neglect, indifferent attitudes and failure to take corrective action, has caused and will continue to cause grave and immeasurable harm to all African American students in Wayne County," said Rev. William Barber, president of the NC NAACP. The lawsuit claims the Wayne County Board of Education violated Title VI of the Civil Rights of the Civil Rights Act of 1964, which prohibits entities that receive federal funding from discriminating because of race. It compares schools in two of the county's six districts: the district including central Goldsboro, and a neighboring district in eastern Wayne County. It claims the central schools-where the student population is 99.9 African-American -- face much higher drop-out and suspension rates, and lower test scores than the schools in the eastern district--- which are made up of about 90 percent Caucasian students. Ken Derksen, spokesperson for Wayne County schools, said that the school board has yet to receive the NAACP's complaint, but that the school legally cannot, and does not, bus or assign students to schools based on their race. "These schools are community schools, located in the communities in which the students live," he said. Derksen also said a press release issued by the NAACP does not take into account the school system's efforts to close achievement gaps between schools. "When you look at some of those central attendance schools, there's actually more money going into those schools, more technology, more resources than what's actually being done at some other schools because of the population of students and the challenges they students face," he said. http://wake.mync.com/site/wake/news/story/...

NAACP will file a federal Title VI Complaint on behalf of all children assigned to the Wayne County Public School System (Goldsboro, NC) who are deprived of a constitutional education by the policies and practices that adversely impact particularly African American and other students of color. Specifically, the practices complained of within the complaint have and, if not reversed, will continue to result in:
* Lower graduation rates for African Americans and other students of color;
* Higher drop out rates for African Americans and other students of color;
* Higher suspension rates for African Americans and other students of color;
* More and meaner discipline for African Americans and other students of color;
* Lower grade point averages for African Americans and other students of color;
* Lower college entrance rates for African Americans and other students of color;
* Lower college ambition rates for African Americans and other students of color;
* Lower gifted and talented participation by African Americans and other students of color;
* Higher placement of students of color in “special” self-contained classrooms; and
* And other well-recognized indices of structural and individual racially discriminatory school practices.
According to State President, Rev. Dr. William J. Barber, “We are filing this complaint because in 2009 — 55 years after Brown v Board of Education — the Wayne County Public School System has not only had a high school (Goldsboro High School) cited as failing to meet the standards of our [state] constitution, but is operating an attendance district that is virtually 100% resegregated, failing to provide adequate education to the students therein and we believe is in violation of the Civil Rights Act of 1964’s Title VI.”
NAACP is filing the complaint simultaneously with the Office of Civil Rights of the United States Department of Education, and the Civil Rights Division of the U.S. Department of Justice on the 54TH Anniversary of Rosa Park’s challenge to Jim Crow when she refused to give up her seat on a bus in Montgomery, Alabama that led to the modern day civil rights movement.
Title VI of the Civil Rights Act of 1964 prohibits discrimination by government agencies that receive federal funding. If any agency is found in violation, it can lose its federal funding.

Hello to all,
The obvious permanent solution to the problems the NAACP faces with the Wayne County school Board is for all Black Americans who are descendents of slaves to desire to be a sovereign people. Or desire to have complete independence on a portion of this continent that we could call our very own country with borders to pursue life, liberty, happiness and prosperity in our own way.
Obviously, when Black Americans understands that they must have their hands on the helm of their own destiny this particular school problem will evaporate.
I pity the ignorance of all Black Americans whether educated or not to go through the same nonsense generation after generation and would not say to themselves,’ hay! we need a stronger solution and a permanent solution to our age-old problems in White America.
Now, we all know that our permanent solution is to desire our sovereignty or complete independence on the portion of this continent we could call our very own country with borders. White America must let Black Americans go. Black Americans does not see it yet, but God has intervened in what remains are for Black Americans just too simply desire sovereignty and it will happen. Black Americans will inherit a portion of this continent; I am telling you what I know.

The problems of Black Americans have no ending until Black Americans desire to become a sovereign people or have complete independence from White America on a portion of this continent that we could pursue life, liberty, happiness and prosperity in our own way.

Your answer is a very, very good answer and I hold heartedly accepts it, which now leads to another question.
Whose will do you suppose Black Americans are being exposed to since White America is educating Black Americans? Remember, I once said earlier that the people Black Americans are today are the people White America has raised and educated. Do you agree with me?
Consequentially, it is very important who educates whom, am I right. Education is a matter of national security, racially speaking. In other words, since Whites educates Blacks, Blacks will be as dumb and ignorant as Whites would have them to be. Am I making any sense with you Steve?
Therefore, you should be able to understand why sovereignty or complete independence on a portion of this continent is very important for Black Americans. Consequentially, that nonsense that we are all one in equal that you and Derek talks about is a bunch of hogwash.
As the time of the Hebrew people have arrived for them to be free when God sent them Moses, the time for Black Americans to be sovereign is now. I am to Black Americans as Moses was to the Hebrew people. Am I making any sense with you Steve?
The sovereignty of Black Americans is going to happen.
So yes, education is being exposing to the power of a people’s will, just make sure that the will and the people are of the same race. However, more importantly than race, the people receiving the education need to be sovereign that the education received is workable for the people.
In other words, if a Filipino person comes to America, received an education, and goes back to the Philippines that education is workable in the Philippines for the people of the Philippines. However, if the Filipino person is a descendent of slaves in another country as Black Americans are in White America then the education received could only benefit the subjugators as all highly educated Blacks‘ education benefits Whites only.
Consequentially, I am here to lead Black Americans out of this quagmire.
Could you give me another definition of education? You did very well; let us see if he could do as well a second time.

no ghetto/shack athlete was welcome at Kentucky, North Carolina, Duke, LSU, Texas, Florida, Alabama, Arkansas, Auburn, Georgia, Clemson, Tennessee, Mississippi, South Carolina, Virginia, etc.
Then Texas Western beat Kentucky and redneck Rupp.
TV became important Financial Revenue. and redneck Rupp and his brothers went into ghetto and farm shacks with jesus and negro momas sent there precious children to Kentucky, North Carolina, Duke, LSU, Texas, Florida, Alabama, Arkansas, Auburn, Georgia, Clemson, Tennessee, Mississippi, South Carolina, Virginia, etc.;

Hello to all,
Mr. Weston and Mr. Mozell are empty headed. Let me explain. Education is a matter of racial security for White Americans.
We know that White Americans has full control over Black Americans education, am I right. Now, there is 41 million Black Americans throughout White America, would it be to White America’s advantage to see that all Black Americans are educated? Of course, not. So please do not be stupid. White America only needs a fraction of 41 million Blacks to be educated for example in medical research and the greater majority of Blacks will be incarcerated.
Take note of what Mr. Powell said and said that, let me say this, White America are constantly monitor Blacks and what is needed to be done that Blacks stay a subjugated people. In other words, as Mr. Powell said when the ghettos were producing doctors, professors, teachers, scientists, and academics when there was segregation. White America put a stop to Blacks advancement by forced integration with the help of the NAACP and other ignorant educated Blacks.
When Black parents were raising their children without White interference, Black children were obedient and discipline. However, Whites came along and encouraged elementary school children to report their parents when the children were discipline and Whites charged the parents with child abuse.
Black Americans needs to become a sovereign people on a portion of this continent and we will. Do you realize how much destruction this cause in the structure of the Black family? Do you realize how much destruction White people are too Black Americans?
Well to get a picture of what I am talking about, imagined Black Americans as the children of Israel and White America as Egyptians. Imagined the country of America as the country of Egypt. Imagined Moses as Harry. Everything that Black Americans suffers is what the children of Israel suffered before God intervened.
Everything that I say is going to happen. Black Americans are going to inherit a portion of this continent and become a sovereign people and you all are going to come to accept me. The sovereignty of Black Americans is going be a tremendous blessing to White America.
Again, Mr. Weston and Mr. Mozell cannot think as far as I can see.
Now, who out there in the audience is crazy enough to say that I am wrong?

For instance, I said that White America has full control over Black Americans education. If you have any good sense at all, the Temptations and Stylistics has nothing to do with my statement. Stop dummying down.
The question to you is am I telling the truth that White America has full control over Black Americans education.
Now, stop the dumb stuff, take your intelligence out your purse, and respond to my statement that White America has full control over Black Americans education.
Perhaps, no one is listening to me because no one can trump me. Since no one can trump me, it should be obvious that I am who I say that I am. "The school system that 30 years ago pioneered busing for desegregation was ordered on Friday to halt the program by a Federal judge who ruled that forced integration was no longer necessary because all vestiges of intentional discrimination had disappeared.
"The decision, which affects about 28,000 students who now ride buses past their neighborhood schools in the Charlotte-Mecklenburg School District, has enormous symbolic significance for the lingering institution of court-ordered busing.
"It was in a 1971 ruling on Charlotte's plan that the United States Supreme Court first approved busing for desegregation nationwide.
"When the busing plan was first imposed, the courts were trying to break up a pattern of separate school systems for black and white students, and the Supreme Court said that busing students away from their neighborhoods was an appropriate tool to achieve a racial balance.
"In the last five years, however, many busing plans have been dismantled by the same courts that imposed them, as judges ruled that the school districts had become "unitary," ending their old dual systems.
"Although many black parents in Charlotte say their children's education remains inferior to that of whites, the district now joins cities like Nashville, Oklahoma City, Denver, Wilmington, Del., and Cleveland in having schools that have been officially declared desegregated.
"Judge Robert D. Potter of Federal District Court said in his ruling today that the Charlotte school district had 'eliminated, to the extent practicable, the vestiges of past discrimination in the traditional areas of school operations.'" On this Blog you asked me about Old examples of segregation, and I figured you, over anyone on this site would understand that old example I gave.
Had ghetto/shack christianmothers not sent there Great athletic sons/daughters to Historically Racist Universities---away from Historically Negro Colleges to play football-basketball-track------
The financial rewards of TV-Advertisers would have made Historically Negro Universities Rich and ghetto/shack neighborhoods would have been Improved, Modernized and blessed.
2009--its too late now to worry---let those ignorant people segregate their decadent children;---
My schools are segregated and will stay that way---we produce graduate and post graduate students and great Americans.
Over 70% of our students nationwide have names like Our President:
Baraka, Hussein, Obama, Umar, Mohamed and even some Osamas.

For instance, what ever Black Americans do as a way of helping themselves White America will wear it down (attrition) and bring it to nothing. You said that you would like what Mr. Booker T. did with Hampton and Tuskegee. I also like what these private Black academies are doing for Black students in New York, Chicago and other major cities. However, these programs exist because White America’s system is brought to bear that Black Americans fails and you and no one else seems to notice what is insidiously happening to Black Americans. I told you before that White America does not need 100% of successful Black Americans as there are 100% successful White Americans, generally speaking.
Consequentially, the same arguments that you all are having today were the same arguments that Mr. Booker T. Washington had in his day and time. Therefore, nothing has changed, am I right. All that Ms. Irma, Steve and the others are doing is talking nonsense.
I am the way, and besides me, there is no other way that Black Americans would ever become real people in this world. You all are going to come to pay attention to me.

Remember my saying how all of the schools in this country will come under the umbrella of the NAACP when they reach the Supreme courts...well lets add this one on as it may not cause a main stream media frenzy unless it causes a chain reaction...
This was a report I watched on chanell 6 here in phila. tonight...The students of South Phila. high boycotted school today becaue of last week's race figts...this is being looked at to see if it is to be considered a Hate crime....
My question is this...I have never heard of any public school fights called or even considered as a Hate crime...but then ths could be because "I" have never heard of an out break of race fights amonge black and asian students....DUH...not one White envolved maybe??????smile!!!!!!!!!!!!!!... WAKE UP A MERICA TO THIS CHANGE, maybe?!?(I am not smiling at this out look that I have taken on this 'public school 'matter)

All most forgot to point out why these documentations are a must. They go to show the pattern of behavior from year to year and in this case there have been many mini-filings of discriminations that has not been able to help these students to over come, because they have chosen to ignore them...(the NAACP brings all of what is happening in the whole of America under one umbrella when they get before our federal government therefore this is almost a reuiremen hat this be done by the NAACP NATIONL or better known as all chapters and branches in the country on the same page and adding their mini-compliants all at one time)
Little cases like the teachers in Oakland must taking classes in racial sensativity if here are complaints of misconducts...this will also come into play when this case reaches th e Supreme Courts...
I will go to something we all should know about but do not... The Rosa Parks arrest was in a way an accident because she had been banned from riding any of those buses...but, it did get an arrest at allof a person ready and willing and with full blesings from the NAACP to do this and therefore it was able to be put under Brown vs Board of Education...and, this rest is history or distorted history...
i digress to say that there were a full body of NAACP lawyers there before ths woman had had the arrest papers dry and a notice of accembly by the three Black minister leaders, one of which was J.L. King to help spread the words that those black college students in those sit downs had help coming from the NAACP...again the myth of Ms Parks plays better in the south now doesn't it Steve.LOL
It had to be distorted, because of the belief that Blacks are stupid and can not plan something like this in advance...thus the creation of the the Black woman myth and not a Proud Black woman who has been a major part of the NAACP fpr the [ast 20 years and would never have /never did givenup he r seat to a White person because she would no be able to respect her total resistance to JIm Crow laws of ***** know you place!!!!!
This in truth was not about those buses but getting a case of JIm crow being enforced and not Brown vs Bard of Education by our own Federal government!!!!!(smile)And, not it was not J.F.K. but Johnson that made all of this a reality as in truth Kennedy was not up to giving up his rights to run again as Johnson had to do, because he had called in all of the favores he could musted...another unknow in our History books now being taught in Colleges who will loos fedear fundings if they do not allow these BIA truths to be taught...rmeember the many colleges who backed Mr. Obama??????? WAKE UP...hve anyone even bothered to ask why so many young people are out there now as never before...it i caled being educated and not being dumbed down...(yes I am back on my ONLY IN AMERICA soap box,and not smiling)
This is why right now as the public is all eyes on the school conditions and the new books the need to get back before the Supreme court is about ethnic (pride)studies in our public schools (and less killings over social and religious bull ****)as they are now mostly only in colleges and in some cases only teaching Slavery...and how FOX can se even Black churches's pastors to get us to hate each other and disrespect our own BIA in this country...we can not have it both ways...dis- agreeing with Harry and agreeing when the media run specials of how we shoul d be proud of the very things that Harry speaks of and we eat it all up as the God's truth if it is said by CNN....WAKE UP...(smile)

Oh, and one more major thing about he NAACP. The NAACP is not one single minded organization as too many of us tend to believe...It is made up of many chapters and is like when we use the expression that one hand does not know what the other hand is doing or one part of the chapters of the NAACP does not even like, agree with or even will back the other chapters at all but wil fight to bring it down al together or some chapters wo just take the mambers money and run...this has lead to the decline of this organization and the loss of many loyal life time members as myself...but, once again we too often confine our knowledge to the evening new's lastest scandal and we have no idea that in Ca. public schools are still being intergrated...I kid you not on this one...but as this case and how it should have been filed years and years ago the NAACP had sat and has existed on its former powers because it had become more interested in following the media than working for the local causes as they have always done before this downward slide into nothingness except living on pass credits...and trying to get someone to be come a president every time a news conferences was called for nationally, but they have not been in any courts out side the court of public opinions..this only brought in less money and members each and every year that they continued to do this...this case is long over due, but it will be able to give them some much needed creditablilty and it may now be just too late...we now have Color of Change...and maybe another worth while NAACP... I chant(pray)that we do.(smile)
Have you read the two latest post ot Mr. Weston on the Native-Americans and the slaves or those comments about our BIA that Richard as a public school teacher is teaching today's students?!?
I do hope so because what they are taling about is what is required in our public schools today????
This is what those complaints in 7 & 8 ae saying these shools are lacking and they will either have to change or they will no longer be able to get federal or state fundings if they fail to do so...(you see this is already the law since Brown vs board of Education)this is how the NAACP is suppose to make sure that is not violated under the Civil Rights laws...so sorry but we have moved on past the lack of new books, it is more about what is missing in those books about BIA , the Native-Americans, ect. that we want that we intend to not rest until we get it along with a ban on those CNN specials that only help to promote the Sara Palins and the lack of equality in public air waves to farther reach a bigger audence of how we are being dumbed down and liking it as we march off to war as we do so proudly!!!!!

Steve, again it is too hard to answer a major question like this with out a quick lesson on how the NAACP works ...a quick lesson...The NAACP uses years and years of documentations as they do not deal in the color of the skin of the students, but theydeal in the color of the skin of each and ever person who has any thing to do with that school (and school district) that has violated any Civil Rights, P-E-R-I-O-D!!!!!!!!!
This means from the person who picks uo the trash to the school's Dean/ president/ cooks and teachers, etc. s tken into account for at least the past 5-6 years.Where they put the ads for the jobs for any one who teaches these students to the classes they that they teach and how this teachings affect the self worth or the students themselves...to the education in different ethnic, cultures, of the teachers in how to talk to these students with full and total respect for their differences, ect.
for example, if a school teaches Slavery and does not teach the black family then this can have a negative affect on our youth. A school that teaches the make up a the Black race as our family make up is not like the make up of te White family can cause many of our youth to actually believe that if they are being raised by a single mother then they are les than therefore this adds to the drop out rate...can you understand where I am coming from...remember how Rev. Wright was called the enemy for saying taht we as a race dance to a different drummer...this can no longer be accpetd as things being taugh in our public schools today and will be brought up as a defense much as that Black doll was used before the Supreme Court...even those CN specials on BIA may be used in this coming court battle...even tis site and not getting as much coverage by the main sream media could be brought up as proof of the affecton our youth as far as their self worth is concerned...I promise you taht the FOX network will play a major part i tis case also...as I said tis is not about one thing or two things it is about how little we have come in the past 55 years...
They have been spending years documenting the complaints of the stuents, parents, churches, groups, clubs at schools, the local community, etc. This is why when you tend to see the NAACP take a case that is due from the media frenzy, this is not the job or the duty or th mission statement of this organization...tis is why I say "I" give Color of Chage credit for utting the NAACP on notice...It is not the job of the NAACP ot bury the N word as this is not a violation of anyone's Civil Rights according to the Constution...

sTEVE, about the only way I can answer any of your questions is by saying some truths...we never said that we whated to go to White schools..we said that we wanted the right to go to any school that we choose to attend...
This was because we back then worked on farms and were needed to be working and not spending hours upon hours on a school bus (in the south our school year ended in May and not June for this reason)to get to school when there was a school right in our own neighborhood....it was safe for our children to walk alone back then...
It was the goverment that came into this and made it a mess that it is with still no CHOICE in the school you wanted to attend in your own neighborhood...
NOw there is a reverse that we are not yet able to accpet because we still get too much of our ideals and realities from the media...in other words Clark, we now are self segrating our own selves and our government as many of us is still unable to accept or understand that we do not want our children acting like the White children because when is the last time you every heard of a black peron doing mass murder being called "menatally ill"!!!!!!We do not have equality and yet our children are doing things they never would dare to do if they were in a Black only school...
We tend to raise our children and not the other way around...do you understand where I am coming from or when is the last time you saw a Black parent bribing their children in a grocery store to put the product back or to listen to what they have told them in public?????(smile)

Thanks Mr. Weston, I only asked because, I have experienced both of these conditions first hand which makes me bias for when we were so glad to be able to go to school and now when going to school seems to be everyone responsibility but the student and the teachers to make it a place of learning...
The NAACP is an organization to help the individual who believes that his or her civil rights have been violated...it is not our mother, father, religious leader or religion nor is it our local, state or federal government. It is not our legal / moral system not police...nor is it to be used as our presonal punching bag to place blame for our failuares or hopes or needs...They operate under the same Constitution as all American citizens...and in fact the NAAP has less power than we do as we have the power of our ONE vote which makes each and everyone of us the United States government...so lets begin to act like we are the government and force our laws as well as our political leaders to act in our best interest...
And, as far as our children goes, lets lead by example of one who is here to make this planet a better place than we found it..."I" know we can do this ourselves.And, ths is why "I" am counting on us just as our president is counting on us to begin to act like we are the government who will do our best to work for/in our own interest.(smle)

What you say from where I sit is something that has been happening ever since the Blacks have been in this country...but, as much like today we we were never given recognition for being doctors, professors, teachers, scienist, acadamics...you know like those with those PHds. that are better known in this country as the Black Panthers...Dr. Bill Cosby better known as the comic, and even our president better known as the Muslim illegal alien ect....
