SACRAMENTO, Calif.—Gov. Arnold Schwarzenegger's administration on Wednesday warned state workers that they will have their pay cut to the federal minimum wage if California lawmakers don't pass a budget soon. Department of Personnel Administration director Debbie Endsley wrote in a memo to agency managers that the administration will instruct the state controller to reduce wages to $7.25 per hour for the July pay period if there is no budget agreement. She also warned that furloughs, which were scheduled to end last week, could be extended. "The Governor retains the right and authority to order furloughs if necessary to address a fiscal and cash crisis," Endsley wrote. "As for the prospect of state workers receiving minimum wage in lieu of full wages, it will depend on when the Legislature and the Governor reach a budget agreement." The threat was intended to prod legislative leaders on a budget deal and to speed up labor talks with state workers' unions. California faces a $19.1 billion budget deficit for the fiscal year that starts July 1 but state lawmakers and the governor are no where near a deal. Democrats in the Senate and Assembly have different plans calling for increased revenues while Republicans have backed Schwarzenegger's proposal for deep cuts to schools and social services. State workers have been furloughed a total of 46 days since Schwarzenegger issued the order in February 2009. Last week, Schwarzenegger struck a tentative deal with four unions that represent 23,000 of the 170,000 state work force. Those unions would not be subject to new furloughs or minimum wage payments if the contracts are ratified, Endsley wrote. Despite the administration's threat, the legal battle over minimum wage remains unresolved. A Sacramento County Superior Court judge ruled last year that Schwarzenegger could cut state employees' pay to the federal minimum wage during a budget impasse. Controller John Chiang, who defied the governor's order, is appealing that ruling.

Rich, I moved my family out to CA in 1990, when it was still the Golden State, the land of opportunity. And so it proved. Now 4 of my 5 sons are stuck in this mess out there - it is their choice to stay of course, it is where they were raised, where their friends and wives and their families are. But if I had known what the future held I never would have done it. Of course hindsight is 20/20. Thanks for the post and now I am going to read the other ones.

Irma, I'm still trying to get a teaching position in Computer Science, and one of the problems is many states do not even have a CS curriculum. CA is one that does, and I would love to have a job out there and be near my kids, but with all the budget cuts, and the schools being one of the prime victims, it seems like it would be even more of an uphill battle to get a teaching position there. We shall see.

Thanks Irma. The one thing about tutoring or teaching at the post-secondary level is you don't need all these certifications and child clearances. I am looking right now at these issues, have looked at both PA and NJ and damned if I can understand all the hoops I have to jump through! Our government at its best! Ha!

For instance, right now I'm reading from the CSTA (Computer Science Teachers Association) publication: Ensuring Exemplary Teaching in an Essential Discipline: Addressing the Crisis in Computer Science Teacher Certification "Research has shown that, in the United States at least, teachers are profoundly confused about the certification requirements in their own states. Because many of those responsible for creating, implementing, and enforcing policies relating to teacher certification do not understand the discipline and its theoretical, practical, and pedagogical underpinnings, they also tend to confuse computer science with other subject areas such as technology education/educational technology (TE/ET), industrial or instructional technology (IT), management information systems (MIS), or even the use of computers to support learning in other subject areas. As a result, the certification requirements are often poorly understood, poorly applied, and in some cases so poorly designed as to be incomprehensible even to those responsible for maintaining them."

Steve, it was in the Learning disability department in college that "I" learned "I" was 'special. example, I have no visiable handicapp, but math or any thing with numbers and formulars using numbers "I" am handicapped...so actually what and why I said the sore GREEN ENERGY PROGRAM is handicapped use to be can't hear, see, walk, ect...but the person wo started the handicapped program at our community college's handicap was she could not give public speeches...she could not do so because teh words she could see in her mind see could not say them our loud if she got nervous... So now there is an all out effrots to get ride of the old ideals and prejudices of handicapp or stupid, ect and get it reduced to EVERYONE HAS A SPEICAL TALENT IN MAY BE NOT E-V-E-R-T THEREFORE THIS IN ITS SELF IS A HANDICAPP. LOL...AND, WHY I TRIED TO STRESS HOW TEACHERS LIKE YOU AND ALSO LIKE RICH WO SE THEINDIVIDUAL ARE OR SHOULD BE THE FUTURE IN OUR CHANGING WORLD!!! SO STRESS YOU PROGRAM AS IT IS NEW AND SO VERY OVER DUE...AND THIS IS ALSO WHAT OUR PRESIDENT IS TRYING TO DO...YOU HELP HIM AND HE WILL HELP YOU AND AMERICA (NS) BECOMES A BETTER PLACE FOR THIS. ..."I" will say this and allow others to be able to speak...when I was in community college...if I was not going to be able to pass my algebra classes "I" would not be able to graduate...and if three of the Engneering students waer unable to pass their Philosophy classes they would not be able to graduate...WE ALL GRADUATED WITH FLYING COULORS BECAUSE WE HELPED EACH OTHER IN THE AREAS WE WERE BRAIN DEAN IN AND NO ONE BUT US KNEW IT... THIS WAS OUR PRIVATE JOKE WHICH WE TOLD OUR PROFESSORS LATER AS THEY THOUGHT WE HAD BEEN CHEATING WE WERE SO DUMB IN CLASS BUT NOT AT TEST TIME.(SMILE)

..AND, STEVE here is something else taht made me feel special ( I have told this before on this site) I was so down about not being able to do simple math that is until the head of the learning disability center told me one day how although einstine was a genuis i Physics, he cound lnot do simple math... I will never forget this and I so love to pass thison to tohers...it is much like those handicapped people who came to teach us poll workers how DUMB we tend to be...I was so proud to tell tose wh o I have worked with on the poll toalso be very carefull on how you talk about the handicapped as someone like me who you had no idea until now am handicapped just may be the one you are talking down about handicapped to... and, Steve right after "I" said this a few more people told how they were chadicapped and none of us knwe about this until then... and I once did a public speech at UCD about people wo are dislectic as actually I entered UCD as a Psychology major who wanted to work with handicapped to learn how to read and write...any way in my speech I had mirrors small and paper and pens for some in teh aucience...at the end of my speech "I" asked that those with the mirrors to take their right hand if they were left handed and do the opposit if right handed...then look into the mirrow and write their names upside down and backwards then they will be better able to understand what a dislectic person has to go thorugh to learn how to read and write so stop calling them dumb...stupid, lazy and understand why so many give up in school or just fake they can read and write all of their lives...because they have fulled you into believing they can do jyst that... and why "I" stress you and rich are the educators of the future as more and more of us get educated to include all as worthy of respect...(smile) so sorry, but "I" do take this persoanl as we have so litle help in this field of education due to prejudices that is only ignorance... THANKS ALL...(wiping away tears as I do a little cursing and also smiling with joy at the same time). looooooooooool SOME WHAT OFF TOPIC AS RELATED TO THIS IS A BEAUTIFUL STATE AND THIS IS A GREAT COUNTRY...LOV...

sTEVE ONE WILL BE SURPRISED AT HOW MANY PROFESSORS WITH pHDS TEACH AT COMMUNITY COLLEGES FOR TAHT SAME REASON...most of the professors teaching summer schools at community collegs only have a bachlor's degree. in math, english, etc.lol (smile)

...as always I think of more when I have already posted a comment...I stress "YOUR program' because your is on speical contact with the students and not just a number of people in a clsss...and with our president doing all he cn to get usinterested in becoming a country of computers by teacings of the present generation work like yours has yet to begun and FREED is a play o words of getting the public and the handicapped above any and all ofd prejudice thinking that they have any limitations at all... a part of our poll training last election time was for us to be taught by the handicapped to leave them alone and we follow their lead!!!! and this is what FEED is about INDEPENDANT LIVING IN OPEN SOCIETY AND TO EMPLOYERS THAT YOU MUST HIRE BY SKILLS AND NOT YOUR IDEA OF APPERIANCES BECAUSE LOOKS CAN BE DECEIVING... SORT OF LIKE A GREEN ENERGY PROBRAM FOR THE HANDICAPP OF THE FUTURE AMERICA.. (SMILE)

Steve the next time you are in Sac. get in contact with an organization called FREED and they can tell you more about any places or peoples you need to contact for working with the handicapped in your field...so far the government have cut back on all of the monies, ect. related to the handicapped which encludes from mental to physical to drug adddicted reforms programs they have better sense than to try and touch any of these learning programs!!! and, computers are the here and now...and hell if you see a need for them to add your program and you ideal and are willing to work hard to get it then, go for it!!!(smile)

Steve, you know my computer knowledge amounts to being brain dead...but while you were here did you try places like small community colleges at their disabled centers and some organizations who dieal with the handicapped for a postion ?!? YOU can even work as a private turor for students or even on a college campus...a lot of community colleges hire retired people with special skills as tutors... The disability programs in Ca. is a leader in providing each and every need for the handicapp is why I ask you this and your youth speaks so highly about your program...that should give you a head start any place in things related to the handicapp that takes a lot of patience and personal interest in the individual as a human being. (smile)

Clark this is the reason why I made a point in saying how there is nothing that can be cut from any place in tis state except the PRISON BUDGET...AND PUTTING THE SAME KINDS OF TAXES ON WINE AS THEY HAVE DONE FOR YEARS AND YEARS ON CIGARETTS... BUT, AS WE ALL KNOW YOU CAN NOT WATCH CIGARETTS ADS ON PUBLIC TV BUT YOU CAN WINE AND BEER...GET IT...AND WHY... (S-M-I-L-E) AND WHY THE GOVENOR AND OUR STATE COMPTROLLOR IS STILL REFUSING TO ACCEPT THE DEFINITION OF 'INSANITY" OR HAVE YOU NOT NOTICED THIS POST SHOWS HOW THEY ARE PLANING TIS SME OLD 'CHECK IS IN THE MAIL' AND THEY ARE ONLY GOING TO END UP WITH MORE LAW SUITS FROM THE PUBLIC THAN THEY ALREADY HAVE NOW...(S-M-I-L-E) AND NOT TO MENTION THEY WERE ORDER BY THE COURTS LAST YEAR TO PAY THIS OVER TIME and trying to cover this up with they are going to make it a law!!!!!!!!!!!!!!!!!!!!!!!!!... it is already a L-A-W or they would not be oweing the money right now since 2009!!!!!!!!!!!!!!!!!!!!!!! I must say how proud I am when I learn more and more of the citizens in this state are begining not only to learn how and why we got into this fix because we were looking at is every step to the way...but are taking baby steps to get us out of this mess our politicians got all of us into in Ca.... when the people got tired of our skys being dark due to the burning of all of these countless rice fields and our children getting sick in their class due to the rice field's spray poisons, being ingored by the political powers, they went over our plliticians heads using the vote to put a stop to this... now that rice straw that use to be burned is not going into building constructions of homes and business buildings. rice fields can not be aprayed from crop dusters within a certain distance of any public schools... The local countys are now suing to pay more taxes over the heads or our politicians playing the how late can we get the budget in and collect $185.00 + each day for going to work in Sacramento on a regular basis and not just part time!!!! The latest now is private citizens paying their own private monies to help our community's budget be able to keep the street lights on...(smile)... and, because the mass media will not cover things like this...I may just post a blog asking if any of these tings are going on in other parts of our country... Ca. is the last state to need having a cut back in firemen and L.A. the last place to be over extended with their police forces...but the small police departments are being forced to close and depend on the bigger cities police forces... this is happening because in extra small county's the small police forces near the bigger cities are being forced to close because of budget cuts...and for safety reasons a fire department ( and their on the spot medical emergancy ambalances staying open over the police station is vital during this time of the year... in winter we flood in summer we burn and ignore water safty rules...(smile)

Oops, when I said being sued for wrongful deaths it is not the state doing the suing...it is the family members doing this... Not too much reactions when the federal government took the health care of prison inmates...it was only after more and more came out about how what should have been centered on prisons it was only the lobby money for building PRIVATE PRISONS as a boom that has gone bust to such an extend they must allow prisoners to be let out... Years and years ago a judge threated to close Folsom prison if they did not cut down the over crowding...now as "I" learn so much of how our political system work, Rich "I wonder if htis was all a set up to build those private prisons all of the time with threatening to close down Folson....("I" am not smiling)

Rich, please post it. I am hearing a lot of this governor lately and in fact he was on Fox only today on Hannity. I do know when I was in Phila. last fall the place to go for cheaper gas and cigaretts was to cross over into N.J. I hve a sister who lives in N.J. and when I was in Phila. about 10 years ago the place to go for cheaper gas was to cross into Jersey where the taxs is so much lower . Camden, N.J. from south Phila is only going across the George Washington bridge about 15 mins. ride away. I would love to hear about him and it not being manipulated by Fox news. lol (smile) Me, being me, I can't get enough of the Republicans being this gift taht keeps on giving and giving and giving. lol (smile)

tHANK YOU, THANK YOU, THANK YOU MY LOVELY brother Cow...as any and all informations like this showing htose on the right being the best gift for the future reasons to take our : local, state and federal government back out of the hands of the lobby should always be posted front and center. lol Rich, our governor is like any other entity taht when they get away with doing wrong to the poor and helpless will always get more brave in their unchecked bad behaviors... I say all of that to say this, the mass media has yet to cover any of those disabled and poor homeless schooless children taht this governor has caused not to mention our state's prisons becoming a death trap for prison inmates to such an extent this state is being sued for so many uneed deaths in prisons in our state from lack of health care...doctors who sign and get paid but never even see a patient even when they are dying form phonmia or a stroke or heart attack!!!!! and, yes being sued right here, now in 2010!!!! our state politicans in Sacramento does nothing but set records each year for bringing in the state budget late...Hell even in China the workers don't still get the same pay scales any more and we will be doing this in America's one of our biggest states...?!? again thanks so much Rich...I do chant (pray) that those on this site may just be at least interested in this posting as other states tend to follow the state of Ca.'s lead. (smile)
