It is fitting after a people have matured in socialization and education to be drawn closer to stability. The constitution was found on the principle of WE THE PEOPLE. African Americans did not count in the WE.....They considered us THEM People. NOT WE PEOPLE.
To count, African Americans would have to form OUR government. Then we could say WE (BLACK FOLK) THE PEOPLE.
