The problem is that many volunteers are recent college grads with little to no real world experiences. In addition, Peace Corp volunteers respond to crisis after a storm disaster and such. They are spread out to many world nations rather than just a few. Their assistance is medical treatment and emergency relief so that day to day operations of a nation is hardly affected by the Peace Corps.
Nation Building Group targets Africa and focuses on an upgrade to industrialization. Volunteers are experienced and focused on single aspects of nation enhancements. This makes nation building more effective when it comes to changes in a African nation's overall economy and gross national product.
