British police know location of WikiLeaks' founder Julian Assange (1067 hits)

Police in Britain know WikiLeaks founder Julian Assange’s whereabouts in the country, but have not acted on an international arrest warrant for him, a British newspaper reported Thursday.

The enigmatic figure, whose organization is in the midst of releasing some 250,000 secret US diplomatic cables that have been embarrassing to the US and, according to some, could damage diplomatic relations around the world, is wanted in Sweden for questioning on rape allegations. Mr. Assange has been absent from public view for nearly a month.

In a statement on its website Dec. 1, the international police organization Interpol said that it had put out a "red notice" for Mr. Assange on Nov. 20 to all 188 member countries. The red notice was only made public this week, however, following official authorization by Sweden, Interpol said.

A red notice is not itself an arrest warrant, but a notification that a warrant exists in one country and that that country will seek extradition of the suspect if arrested, as The Christian Science Monitor reported Tuesday. Some nations treat the notice as request for an arrest.

British newspaper The Independent reported today that police in Britain are “fully aware” of where Assange is staying, but have not authorized his arrest because officials are seeking “clarification” about his Swedish arrest warrant. Assange gave the police contact information when he moved to Britain in October, and Scotland Yard has been in touch with his attorneys for a month, reports the paper. He is believed to be in southeast England.

But unnamed sources told The Independent that Britain’s Serious Organized Crime Agency (SOCA) wants more information on the European Arrest Warrant issued for him by Swedish prosecutors. The Independent describes the warrant as using a “fast-track system for arresting suspects within the EU.”

@Brotha Steve, the rape and molestation charges were brought against him 8 months ago, before wikileaks was a household name, by 2 of his employees. Why would that be bogus to you. The government doesn’t need bogus charges against this guys. He’s already broken the law twofold.
@Sista Irma, I understand you completely, but the wikileaks is in no way helping us. British laws govern that company. Wikileaks is not helping us. It is stirring up trouble and could ignite wars between peaceful countries. Its putting peoples lives at risk by exposing contacts in foreign countries. This man is disloyal to his country and the amendment states (Im not sure of the wording, but I know it states the exemptions being when said person presents a clear and present danger or obstructs justice or interferes with the running of government, and it is clear that this man means no good to our country.)
We have to hold our country accountable for those leaks, but they were not on the United States soil when this information was passed, but how was this indiviual able to smuggle this information out. I don't know if all of this stuff is going to stick. But I hope they put him in Guantanamo with the rest of the terrorists.

...WikiLeaks' main website could not be accessed on Friday through its WikiLeaks.org domain name after a subsidiary of Dynamic Network Services terminated its domain name service.

Dynamic Network Services' subsidiary, EveryDNS.net, terminated the WikiLeaks.org domain name because repeated DDOS (Distributed Denial of Service) attacks against WikiLeaks "have, and future attacks would, threaten the stability of the EveryDNS.net infrastructure, which enables access to almost 500,000 other websites," it said on its website.

EveryDNS.net said it notified WikiLeaks by email, Twitter and the chat function available through the WikiLeaks.org website that its domain name service would be terminated in 24-hours. That 24-hour period ended Dec. 2 at 10 p.m. Eastern Standard Time in the U.S.

"Any downtime of the Wikileaks.org website has resulted from its failure to use another hosted DNS service provider," EveryDNS.net said.

WikiLeaks put out a note on Twitter saying, "WikiLeaks,org domain killed by U.S. EveryDNS.net after claimed mass attacks," and implored supporters to keep WikiLeaks strong with continued donations.

The WikiLeaks comment appeared at odds with an earlier WikiLeaks Twitter post saying that DDOS attacks against its servers reached 10 Gigabits per second on Nov. 30. Amazon Web Services also confirmed the DDOS attacks, saying in a blog posting that, "There were indeed large-scale DDOS attacks, but they were successfully defended against."

The domain name service termination comes just days after Amazon Web Services stopped hosting WikiLeaks on its servers for breaking user rules saying that websites must use their own content and not carry data that might injure others. The U.S. Homeland Security and Governmental Affairs Committee, chaired by Senator Joe Lieberman, had also asked Amazon to stop hosting the controversial website.

WikiLeaks has come under fire for publishing classified U.S. documents, including videos and documents from the wars in Iraq and Afghanistan as well as sensitive cables sent between U.S. embassies and the U.S. State Department. WikiLeaks continues to post the cables.

Dynamic Network Services is a U.S. company based in Manchester, New Hampshire. Its EveryDNS.net subsidiary said all of its systems were functioning normally.

How it works Irma is like this. When you go to a website, in this case wikileaks.com, the first thing that is done in the Internet is to translate that name to a number, an IP address. The IP address is the physical location of the computer that has the website data on it. This translation from name to IP address is performed by various dedicated computers in the network. So what they did is generate a massive amount of requests to these network computers to do the translation from name to IP address. So many simultaneous requests that they overload the capacity of the network computers. This results in a denial of service. The U.S. government has the capability and the will to generate these massive numbers of requests. It is called Distributed Denial of Service because the requests are coming from all over the country, and maybe from outside the country as well.

WikiLeaks is still down. The problem now is they need to find a new DNS provider, but every potential provider knows they will get hit with these same Denial of Service attacks, just as Amazon did and EveryDNS did. These attacks disrupt service provided by their business to other customers and create an additional burden on them to protect from such attacks. It is not so much a decision of doing what Lieberman wants, it is more a business decision. The Government is hitting them where it hurts, their profits.

@Sista Irma, Im listening. Teach me something! You got me watching msnbc. I was more a cnn fan, but now I switch back and forth. Ok I understand about the wikileaks being a good thing in that it opened people eyes to what is happening that didn’t see it before, but it also showed our hand. We kind of had a pass with Minister Karzai, but now that hes read the release that stated “Afghan Finance Minister Omar Zakhilwal described Karzai as an "extremely weak man" who did not listen to facts, the cable said, while former Interior Minister Hanif Atmar claimed Karzai did not understand U.S. policy in the region”. Do you think that he will continue to be in alligeance to us. NO! More of our men are going to be killed. I know that monies is being extorted, but we need cover while over there. The only way to solve this, is to pull out, which I think is the best thing anyway. I’m sick of our men dying over there for nothing. History shows we cannot beat them, especially on their own grounds, by why we’re over there we need intelligence and if it means torture than so be it. Its not like they are not torturing us, some soldiers are being beheaded. My question is now that the wikileaks report has been released, what the heck can we do about it anyway. Let the government do whatever it is they do to keep us safe.
Prosecute former president Bush for sending us into war in the first place, but not for protecting. Don’t you guys remember 911. Well I had friends at the World Trade and if it had been up to me, I would have nuked them all and dam be the consequences. We’ve got families left without mom, dads, sisters and brothers etc. Sorry, it may be wrong to feel that way, but alls fair in time of war.
Yeah prosecute the guy who leaked the information and whoever else was responsible, and hold Homeland security responsible as well and yes shut down wikileaks before those reports gets all of us killed and @ Brotha Steve, if you’ve got the skills to protect your country, than you should be standing at the front of line trying to help. No, it is because we make enemies, still are creating more hatred towards us. We are in 170 sovereign nations. What are we doing there?

I agree with you completely Brotha Steve 100%, but the question to be asked now, is do we just lay there and die. We need to come home and mind our own business, but when has America ever done that. They've had their hands in everyone's pocket since the beginning of time, but I'm still an American and as long as I live on this soil, I have to protect whats mine, whether my government is wrong or right. If any of those countries corner you, do you think they will listen to you tell them I'm not with my country. I don't believe in what they're doing to your country? NO! They will kill you dead. If you want to help them, you will have to live amongst them, but living here, that is not an option.

@ Sister Irma, The average American has no idea of all the information you provided. All they know is we are at war, our kids, husbands and wives are dieing and if wikileaks didn’t expose all this information, said people’s lives would not now be in danger. I understand what everyone is saying, but what’s done is done. The ends justifies the means. We still have to protect this country. Hold Bush and the rest of those fools accountable for starting the war, but not for protecting us, via waterboarding, torture because when it comes down to it, it’s my life or theirs and whose do you think I will choose.
Im with you on everyone in the white house. We’ve been under their rule forever and still don’t know it. The KKK didn’t just get there, they’ve been there and never left. I bet every white man over 50 has some connection to the KKK, especially from the southern state. Freedom! What is that? As long as you or your kids don’t get out of line.
The fact is our government has caused war for oil, and there’s not a darn thing we can do about it except try to protect our own. Wikileaks just made it that much harder for us. I know the effects the military and war can cause. My ex-husband is Airforce, My boyfriend is Army retired and my sister’s jacked up is Army retired (over 20), so I see what it does. My sister says, theres nothing she would do over again, except maybe not take all those immunizations they gave her prior to going there. She says these leaks should end in capital punishment for those involved in the leaks. Everyone knows all that stuff about Bush and Clinton. That’s in everyday news, but this other stuff is detrimental to our lives.
Im in no way brainwashed, I know that my brothers and sisters are fighting a lost cause, but because of wikileaks, their life has been put into danger. There should be a call for our president to pull our troops out, because wikileaks shows that we’re in a no win situation and one more year, like Joe on MSNBC said will only cause more lives to be lost. I will agree to disagree with you on this one, my intelligent Sista. SMILE!

All I can say is poor Julian Assange... I'm glad he exposed America government's underhandedness to the America people ~ as a bully rather than the big brother our government likes to make people think it is. I've been watching how the news media has been trying to make the guy into a demon of some sort, but he exposed the side of our country that many citizens don't have the opportunity to know about. Not adequately implementing access management - deciding who should gain entry not only to an IT system but to specific data, as well - is a major process failure that led to the WikiLeaks leaks, the unauthorized access and downloading of 250,000 sensitive and classified diplomatic cables and other files.

Simply, if properly configured, an access-governance system might have prevented an Army private from extracting the diplomatic cables. The government alleges that Pfc. Bradley Manning, an Army intelligence analyst, illicitly downloaded the files through a Secret Internet Protocol Router and saved them to a disk, which he provided WikiLeaks. Though Manning had security clearance - his job was to route intelligence reports to his superiors - it's unclear why he would or should have authorization to access and download State Department reports.

Was the process failure preordained? Perhaps. A survey released earlier this year of federal IT security executives and staffers suggests that challenges of securing government information assets are more evident to the rank and file than they are to their superiors. The survey, Security in the Trenches: Comparative Study of IT Practitioners and Executives in the U.S. Federal Government, conducted by the Ponemon Institute for enterprise software vendor CA, reveals that the rank-and-file employees were much more likely than executives to see the necessity of certain enabling technologies to reduce or mitigate security risks within their organizations, and the technology with the widest difference: identity and access management systems.

Fifty-seven percent of rank-and-file workers said they saw the risk in identity and access management systems versus 41 percent of executives; that's a 16 percentage point difference. On access governance systems, 62 percent of the staffers but only 43 percent of executives saw the risk, a 19 percentage point differential.

Why the gap? "Executives tend to see the big picture, whereas the IT staff-level sees a more focused view," Gilda Carle, a relationship expert who has worked with the Army, Internal Revenue Service and IBM, said in a statement issued with the survey results. "The difference in viewpoints can greatly affect how well an organization achieves its objectives."

The takeaway isn't just the need for government IT security policymakers to be more aware of beefing up access management systems but to become more attentive to what goes on in the trenches where each individual poses a potential threat.

@ Brotha Steve, You just said a mouthful. Great Post, Good Information. This should give us even more reason to be angry about these leaks. Steve, you should be knocking at the door to help protect your country. That company may operate on American soil, but is not American bred, and do you think they have the right to expose our country. Him reporting on the Kenyan situation caused lives to be saved. This reporting of wikileaks has caused lives to be lost. Pfc. Bradley Manning needs to be court marshaled and hanged at high noon. Smile!, for what he has brought upon the back of his own country, why? For financial gains, why else! And you guys still thinks the leaks was a good thing. He didn’t lift a hand against us in combat, only his finger to send those documents to the world to betray us.
No a lot of American men were not prosecuted and should have been, but the laws are not always fair. And two wrongs don’t make it right, and yes we need to hold our own accountable for what they have done, but when you put our sons and daughters at risk why they are at war to save your behind, you need to get the book thrown at you, and we will continue to fight for the reestablishing of certain laws. Ex: After President Obama signed off on new legislation to reduce the sentencing disparity between people caught with crack cocaine and those caught with powder cocaine, the white guys are getting probation and yet the black guys are going to get ten years in prison for having basically the same substance: one is powder, one is crack. Its wasn’t fair, but that was the law until people in opposition fought to get it changed. That’s what people like you are for Sista. “A fighting Temptation”.
Sorry to say, but **** Cheney isn’t going anywhere. They can issue those warrants, but nothing will happen. An arrest warrant "was issued and transmitted through Interpol," said Godwin Obla, the prosecuting counsel at the Economic and Financial Crimes Commission in Nigeria.
Cheney's lawyer, Terrence O'Donnell, responded to the charges with the following statement: This matter involves the activities of an international four-company joint venture (which included KBR, a subsidiary of Halliburton) well over a decade ago. The Department of Justice and the Securities and Exchange Commission investigated that joint venture extensively and found no suggestion of any impropriety by **** Cheney in his role as CEO of Halliburton. Any suggestion of misconduct on his part, made now, years later, is entirely baseless.

Thanks for your post AND your astute comments.

I am with Clark on this one. ON the whole, it is probably a good thing because it shows the reality of the situations we face.

An interesting piece in today's NY Times was headlined: FROM WIKILEMONS CLINTON TRIES TO MAKE LEMONADE.

As head of the state department, of course, she is trying to put the best face on all this. But she makes a great point and one I have heard from other observers. The cables actually show what a great job our diplomats are doing and how hard they are working.

To anyone who blames our government for the content of the revealed secrets-think about your own response if your private conversations were broadcast over the internet. You would be outraged and embarrassed! And they would not necessarily reflect what you actually think.

MANAMA, Bahrain — When American diplomats get together these days, there is lots of dark talk about the fallout from the sensational disclosure of secret diplomatic cables. Will angry foreign governments kick out ambassadors? Will spooked locals stop talking to their embassy contacts?

Behind all the public hand-wringing, however, there is another, more muted reaction: pride.

The WikiLeaks affair has turned an unaccustomed spotlight on the diplomatic corps — pinstriped authors who pour their hearts and minds into cables, which are filed to the State Department and, until now, were often barely read by desk officers, let alone senior diplomats.

Whatever damage the leaks may do, and nobody doubts it could be substantial, they have showcased the many roles of the Foreign Service officer in the field: part intelligence analyst, part schmoozer, part spy — and to judge by these often artful cables, part foreign correspondent.

The pride of authorship is shared by their boss, Secretary of State Hillary Rodham Clinton, who found a silver lining in the disclosures, even after she spent last week trying to smooth the feathers of foreign leaders described in the cables as feckless, profligate, vain, corrupt or worse.

“What you see are diplomats doing the work of diplomacy: reporting and analyzing and providing information, solving problems, worrying about big, complex challenges,” Mrs. Clinton said to reporters at the end of a four-country trip to Central Asia and the Persian Gulf that wound up being a contrition tour.

“In a way,” she said, “it should be reassuring, despite the occasional tidbit that is pulled out and unfortunately blown up.”

Not all the tidbits reflect well on the diplomats, of course. Memos from the United States Embassy in Georgia, for example, showed that it relied so heavily on the Georgian government for intelligence that it badly misjudged the country’s actions in its war with Russia in 2008.

But the overall quality of the cables — their detail, analysis, and in some cases, laugh-out-loud humor — has won fans in unlikely places. “It’s very entertaining reading,” said Aigul Solovyeva, a member of Parliament in Kazakhstan who met Mrs. Clinton there this week.

Richard E. Hoagland, the ambassador to Kazakhstan, thinks good cable-writing is so essential that he has written a guide for junior diplomats, “Ambassador’s Cable Drafting Tips.” Many of the tips would be familiar to any cub reporter trying to get an editor to bite on a story.

“The trick is to catch readers’ attention,” he advises. “The first three to five words are all they will see in their electronic queue.”

His specific recommendations? Avoid flabby writing, citing as a typically egregious example any memo that starts: “ ‘The ambassador used the opportunity of the meeting to raise the issue of’...”

And work on storytelling: “Despite what some in Washington will tell you, there is nothing at all wrong with colorful writing, as long as it communicates something.” But he adds a caveat: “Cute writing is never acceptable — cute is for toddlers, not for professional diplomats.”

Mr. Hoagland, who accompanied Mrs. Clinton to meetings this week, declined to discuss the substance of the leaked cables. But he was happy to discuss style. As a general rule, he said he instructs staff members to think like journalists. “Not everything we churn out is great writing,” he said, “but we try to keep up the standards.”

The embassy in Kazakhstan met many of Mr. Hoagland’s standards for cable-writing, even before he became ambassador there. Cables about Kazakhstan’s high-living leaders are written in a satirical tone worthy of Borat, the fictional (and wild) Kazakh played in the movie by Sacha Baron Cohen.

One described Kazakhstan’s defense minister turning up drunk for a meeting with an American official, “slouching back in his chair and slurring all kinds of Russian participles.” He explained that he had just been at a cadet graduation reception, “toasting Kazakhstan’s newly-commissioned officers.”

The memo concluded: “Who was toasted more — the defense minister or the cadets — is a matter of pure speculation.”

A 2006 cable from the embassy in Moscow showed that the staff there was also alert to the literary quality of the events on which they reported, and the value of telling details. The memo offered an account of a society wedding in Dagestan in Russia’s Caucasus, where guests threw $100 bills at child dancers and took alcohol-sodden water-scooter jaunts on the Caspian Sea. But it also showed how the wedding was a “microcosm of the social and political relations of the North Caucasus.”

For Mrs. Clinton, the pride in the diplomats’ work is a small compensation for a difficult week in which she has discussed the WikiLeaks case with more than two dozen foreign leaders, working to soothe bruised egos and explain how the security breach happened.

The job of damage control has fallen mainly to her. President Obama has not called any foreign leaders about the disclosures. Defense Secretary Robert M. Gates, meanwhile, has been reserved even though the cables were believed to be purloined from a Department of Defense computer system by an army private, Bradley Manning, who is now in a military jail.

Mrs. Clinton’s reaction to shouldering the burden has been every bit as artful as the cables that have landed her in so much trouble.

“It was a DoD system, and a DoD obviously military intel guy,” she said. “But we’re part of one government, and we’re part of one country, and we have to work together, and that’s what we’re doing.”

Its good when people can express their feelings and not get demoralized as I see on some other blogs on this site.
@Brotha Richard, I agree completely. Hillary is my girl and I’m glad she was able to pull some good out of this. Man I wish I was home to get articles from the Post, Times and Daily News. I miss it. Don’t here, we gets none of that and if it wasn’t for the internet and obvious tv news which flashes so quickly, you don’t know what’s going on, I would go crazy. @steve, I just deleted my last two comments that I made before I found this out...wikileak has a new net provider...greed is what makes things happen today. and learning not from wikileaks but from MSNBC about out president is soon to be in Afganastan a place while 800,000 American former takx payers will not be able to buy a toy (s) for their children in afgan thier tax money and borrowing from Chian the recieve $8 billion from us and much of it goes to build mansions there...
