OBAMA REBOUND MAY TURN ON PICKING A FIGHT, by Michael Waldman, BLOOMBERG NEWS, Nov. 29, 2010 (301 hits)

These days, everyone has advice for President Barack Obama. Some urge compromise with the Republicans. Others demand he fight back. Actually, both camps are right -- and wrong.


To survive, revive and even prevail, Obama must do two things at once. Sometimes, he must work with Republicans -- not just find a tepid middle-ground, but enthusiastically link arms. Other times he must pick sharp, partisan fights that highlight his agenda and isolate foes. So far, Obama has proven adept at neither. A president most comfortable in muted tones must learn to govern in Technicolor.

In any White House, it’s no fun after a shellacking. I worked for President Bill Clinton the last time the Democrats were repudiated, in 1994. In the morose weeks after that debacle, I wrote a memo to the gloomy president, digging into history to see how others fared after a midterm plunge. The results were surprising.


Many had suffered similar setbacks. Harry Truman lost the Congress in his first midterm in 1946. (The Republican slogan: “Had enough?”)Richard Nixon never controlled Congress in the first place, but lost many seats in 1970 and was considered a sure loser for reelection. Ronald Reagan lost 28 House seats, was crushingly unpopular, and faced 10.8 percent unemployment. Clinton, of course, lost both houses of Congress in a sharp repudiation.


These chief executives found a way to reassert leadership and win reelection. How?

All pressed forward with issues where it was actually easier to succeed with opposition help. For Truman, it was the Cold War policy against the Soviet Union. For Nixon, it was domestic environmental regulation and detente. Only Nixon could go to China, but it helped to have Democrats cheering. Reagan immediately embraced a bipartisan plan, created with Democratic House Speaker Tip O’Neill, to save Social Security.


For Clinton, the key area of cross-partisan agreement was welfare reform. As a candidate he had urged an “end to welfare as we know it.” But he never could have crafted reform with mostly liberal backing. Clinton twice vetoed the plan sent to him by the Republican Congress, but then signed a deal days before the 1996 Democratic convention.

But then -- crucially -- every one of these presidents drew sharp, partisan lines of conflict. As we all know, Truman launched his whistle stop tour to denounce the “do nothing Congress.” He called lawmakers into special session and demanded they pass their own platform, then mocked them when they failed. Nixon stepped up cultural assaults on behalf of his “silent majority.”

Clinton vetoed the Republican budget on behalf of “Medicare, Medicaid, education and the environment.” His standoff with House SpeakerNewt Gingrich during the government shutdown boosted him nine points in the polls and propelled him to re-election.


These were not muddled attempts to find common ground. Nor were they blunderbuss opposition. At any moment these successful chief executives chose clear cooperation -- or picked a fight. Observers were rarely confused about which was which.

Does Obama see this? And can he follow through? Early omens are mixed.

For starters, few of his own major goals will be better accomplished with Republican help. Education reform, for example, may thrill conservatives more than teachers unions, but that issue rarely rises to the top tier of federal concerns. Long-term deficit reduction or tax reform may unite Obama with the opposition party, but neither has been a core part of his public philosophy.

Also, he may lack even the most basic negotiating partner among Republican leaders. The Party of No found electoral success. Immigration reform has business backing, and might have been a likely candidate for compromise, but it is wildly unpopular with the nativist Tea Party.

Obama must overcome his own temperament as well. This is politics, not psychobabble. From the time of his 2004 convention speech, he shaped his whole political persona around the idea of erasing the divide between conservative “red” and liberal “blue” America. Obama has seemed uncomfortable when forced to pick a partisan fight. At the same time, it is hard to think of an instance when he startled us with an unexpected conservative stance.

The calendar gives Obama little time to regroup. And it was unfortunate that his first step was to call a negotiation session with Congress on taxes, a plunge back into legislative minutiae that can only blur principle.

Earmarks may mark another missed moment. While these spending bills are but a fraction of a sliver of the federal budget, they have proven a magnet for corruption. Obama could have reached out to the Tea Party. Instead, even Mitch McConnell, the Senate Republican leader and Congress’ most obstinate foe of reform, has leapt past him by backing an earmark ban.
In coming months, Obama will have to find a way to seem enthusiastic about long-term deficit reduction even as he urges short-term action on jobs. And he will need to unveil both personas with gusto at his State of the Union Address in January.

So, Mr. President: on some things, join hands with Republicans; on others, go to the mattresses. “The test of a first-rate intelligence,” F. Scott Fitzgerald famously wrote, “is the ability to hold two opposed ideas in the mind at the same time, and still retain the ability to function.” Let’s hope Obama is as smart as advertised.

Interesting perspective. What makes this so compelling is the author was a member of the Clinton administration who experienced the same kind of "shellacking" from the Republicans.
And things worked out for him.

I think Obama knows this very well--what we saw tonight was him showing true leadership--doing what was right for the people instead of following political advice.
He know he has to pick a fight--but he will choose the time, the place and the issue.

Krugman is one of my main men too. He is one of the smartest guys around--and a Nobel Prize winner. Hard to argue with that!

However, my feeling is that the Presdient is the only person in this whole fight who actually has to make a decision on this matter. He came down FOR helping the unemployed and the middle class and against harming them--IN CLEAR CONTRAST to the Republicans who are now on record as trying to screw them over.

What persuade me was Obama's statements explaining his thinking:
“I’M NOT WILLING TO LET WORKING FAMILIES ACROSS THIS COUNTRY BECOME COLLATERAL DAMAGE FOR POLITICAL WARFARE HERE IN WASHINGTON. THIS ISN’T AN ABSTRACT DEBATE. THIS IS REAL MONEY FOR REAL PEOPLE.”

That worked for me.

I think that shows real leadership. He made a touch choice that didn't please very many people--but he protected people who were very vulnerable.

This entire situation is excruciating! It is hard to watch. It is tough to witness. I hate to see so many people I respect losing respect for him. Almost everyone I know, both personally and through their writings and media opinions is saying "He should grow a spine and fight!"

And I agree--BUT not on this particular issue.

The main point of Michael WAldman's article was that he has to do both--by necessity--he has to compromise and he has to fight.

The reasons why this was not the issue to fight on are:

1. His position won't win. The tragedy of it is that he does have public opinion behind him. But in order to transform his vision of the Bush Tax cuts into law he will have to persuade 60 senators--and that just is not happening.

2. If he fights and loses--and the middle class and business tax cuts and unemployment insurance extension are all lost with it, his position and the position of millions of Americans becomes even worse.

In my opinion he demonstrated his leadership by making a tough decision knowing he would piss off his base--and the reason he gave for doing it shows that he put the welfare of the American people first. He knows it was not a politically popular decision. He knows it will not help him with his own supporters. In that sense, it took some courage.

It was a gut-check moment. He had to take a deep breath and decide--fight this because it is so so wrong--or swallow it because otherwise millions of Americans will suffer.

He chose to protect the middle class and the unemployed and continue a policy to stiumlate the economy.

He stated explicitly that by the time this comes up again for another vote in two eyars he expects the economy to be healthier and people will have much less appetite for deficit increasing tax cuts for the rich. He feels he will be politically stronger in two years.

So he punted--and planned for better field position on his next possession.

Any way you look at it this was an excruciating call.

He's catching hell from everywhere.

hEREI do believe we will now start eating our words about our president not sitting in the MADE I AMERICA driver's seat... as the right- wing has allowed this to happen as they are now in a postiton tha t is going to be a loose , loose for them...those exported jobs are gone from this country for good now and the only jobs to replace them are going to be the jobs of the future of natural energy not oil energy!!! example, ...

California is usually the state to follow..it has already been approved fo rus to get started on a super speed rail system that will eventually cover the whole state...it will only be limited to major connections right now but thousands of jobs...N-O-W...Here in northern Ca. new highways are being built...

Governor J. Brown the original natural energy king that had this state putting up solar panels the last time he was in office...Brown is the original political miser and already they have been put on notice he will be holding court very soon on the revamp of budget...he is in charge as (and has always put our poor and education as hi s#1 priority)...

well as our state is Democrat majority and liberal to the core!!!!...the Republicans have already made the state regret in spades they kicked out our governor and replaced him with a Republican...Brown will be a reminder of Mge Withman'sas a lingering bad taste in our mouths about $$$$$$$$ spendings as a way of life will not be forgotten soon in our state...Reagan was an actor as was A.S. so there will not be any on the right's voices welcomed any time soon in the state...those private prisons are now before the supreme court and no matter the out come there, there are still the countless wrongful deaths by inmates families law suits to over ride and another thing that does cconstitantly remind us where the education fundings went...to build these private prisons...did you know some of the inmates had catered in meals that they use to cook themselves..I promise you I am not lying...(smile)

and after what I heard on Count Down tonight the Republicans are in for a bad time in the future because even hollywood could not have dreamed up this nightmare that is happening in our country...Iran has leverage over us and here we know the arabia and iran don't like each other but they love the buck for oil better than they hate each other...and God knows how our country have been treating their religion is going to back fire in teh end on us in this country...is now a great concern right now...but I fully doubt if anyone out side can do more damaged than we have done to our country from within...

but there is one thing I am glad for out of all of this...we will not be going to any more parts of the middle-east in NEW war!!!!!!!!!!!!!!!!!!!!!! (smile)

EVERYTHING HAPPENS FOR A REASON...AND, THESE TRUTHS COMING OUT RIGHT NOW IS GOING TO SET US FREE FROM GOING TO WAR AT THE DROP OF A POLITICAL HAT!!!!!! 9SMILE) NOW IF THIS IS NOT A HUMAN LIVES SAVER I DON'T KNOW WHAT IS...AND MAYBE LESS MONEY PUT INTO THE PENTAGON FOR A CHANGE, HUH? LOL (SMILE)

...and Clark here is a nother of governor elcet Brown's ploitical governorship legacy that came back in to the focus of the lies of M.W. during the campaign...

He was the governor that left this state's education with such a great surplus of fundings it lasted for years...and those stete buildings our present governor tried to sell to raise money he had squandered thaat forced the lay off of 7,000 public school teachers and teh closing of schools that the parents of students of fightin in the wars to close...

any way none of the cost saving solar powered buildings savin gmoney was put up for sale...teh solar and enviornmental programs taht Brown put into action and ended when he termed out are not back in production as I write this and he is not even in office yet...but he was our state's attorney general.lol get my point? loooooooooool (smile)

@Rich, please not to worry, because we are a country that is not going to be able to come to terms with all of teh Democrats did not vote "YES" on the bill...nor that the Democrats lost big time in teh last electiON AND fo rsome reason we sHould not be holding against our president, but we are. (smile)


BUT IF THERE IS A FILIBUSTER BY THE DEMOCRATS / LIBERALS IT WILL BE A REAL BLESSING FO RUS...NOW IF WE CAN JUST SIT THORUGH THOSE SPEECHES ON TEH FLOOR OF CONGRESS TO BETTER UNDERSTAND WHAT IS GOING ON AN DNOT JUST MANIPULATED REPORTINGS , THEN THIS WILL BE A WORTH WHILE CHANGE IN OUR COUNTRY AND A GREAT STEP IN HELPING IT BE PROTECTED AS IT SHOULD BE BY ALL OF US...
