Remarks Hillary Rodham Clinton Secretary of State Washington, DC March 24, 2011 (238 hits)

Good evening. I’m just returning from the White House, where I met with the President and the national security team, and I want to give you an update on the international community’s efforts to implement UN Security Council Resolutions 1970 and 1973 and protect the civilians of Libya.

Events have moved very quickly, so let’s be clear about where we stand and how we got here. When the Libyan people sought to realize their democratic aspirations, they were met by extreme violence from their own government. The Libyan people appealed to the world to help stop the brutal attacks on them, and the world listened. The Arab League called for urgent action.

In response, the UN Security Council mandated all necessary measures to protect civilians, including a no-fly zone. But the regime’s forces continued their assaults, and last weekend they reached Benghazi itself. We faced the prospect of an imminent humanitarian disaster. Hundreds of thousands of civilians were in danger. So an international coalition was compelled to act. French planes were the first to reach the skies over Benghazi. Cruise missiles from the United States and the United Kingdom followed, striking the region – the regime’s air defenses and clearing the way for allied aircraft to implement the no-fly zone.

Many other nations have now joined this effort. After only five days, we have made significant progress. A massacre in Benghazi was prevented, Qadhafi’s air force and air defenses have been rendered largely ineffective, and the coalition is in control of the skies above Libya. Humanitarian relief is beginning to reach the people who need it. For example, just today, we learned that at least 18 doctors and nurses from an organization funded by the United States Agency for International Development had arrived in Benghazi and were beginning to provide support to the city’s main hospital.

Qadhafi’s troops have been pushed back, but they remain a serious threat to the safety of the people. From the start, President Obama has stressed that the role of the U.S. military would be limited in time and scope. Our mission has been to use America’s unique capabilities to create the conditions for the no-fly zone and to assist in meeting urgent humanitarian needs. And as expected, we’re already seeing a significant reduction in the number of U.S. planes involved in operations as the number of planes from other countries increase in numbers.

Today we are taking the next step. We have agreed, along with our NATO allies, to transition command and control for the no-fly zone over Libya to NATO. All 28 allies have also now authorized military authorities to develop an operations plan for NATO to take on the broader civilian protection mission under Resolution 1973.

NATO is well-suited to coordinating this international effort and ensuring that all participating nations are working effectively together toward our shared goals. This coalition includes countries beyond NATO, including Arab partners, and we expect all of them to be providing important political guidance going forward.

We have always said that Arab leadership and participation is crucial. The Arab League showed that leadership with its pivotal statement on Libya. They joined the discussions in Paris last weekend on implementation, and we are deeply appreciative of their continuing contributions, including aircrafts and pilots from Qatar.

This evening, the United Arab Emirates announced they are joining the coalition and sending planes to help protect Libyan civilians and enforce the no-fly zone. We welcome this important step. It underscores both the breadth of this international coalition and the depth of concern in the region for the plight of the Libyan people.

In the days ahead, as NATO assumes command and control responsibilities, the welfare of those civilians will be of paramount concern. This operation has already saved many lives, but the danger is far from over. As long as the Qadhafi regime threatens its people and defies the United Nations, we must remain vigilant and focused.

To continue coordinating with our partners and charting the way forward, I will travel to London to attend an international conference on Tuesday, convened by the United Kingdom. Our military will continue to provide support to our efforts to make sure that Security Council Resolutions 1970 and 1973 will be enforced.


This is an important effort that has garnered the support and the active participation of nations who recognize the significance of coming together in the international community, through the United Nations, to set forth a clear statement of action to be taken in order to protect innocent civilians from their own government. It is an effort that we believe is very important, and we’ll look forward to coordinating closely with all those nations that are participating.

I heard her briefing today on CNN and I'm pleased that the US isn't looking to have any leading role there in Libya. I'll be so happy when we leave there!

Jake, I know this won't make the major news (but as Irma has said, Mr.Obama is watching us) but I am hereby adding my vote to the International Community of Russia, China, Germany, Brazil, and India. Now let me see if I can find the Pentagon briefing Irma.

Me, "I" just wonder if now that congress is back for their two weeks about 10 hours of work before their next week's vacation will they now talk about jobs, how our president kept his word to the American public about we would not be in Libya but a few weeks at the most...

they don't seem to have any hearings on Muslim religion and the war funds for libya's budget has not even been made out yet...what will they have to talk about all of those things being uncovered by msnbc and comidians and being given to the public each day,not wikileaks?

Oh, and if you don't mind brother Steve the Pentagon had a press conference on LIbya of things H.C. may not have covered ...it can be gotten as they showed on c-span as they showed the press conference at ...defense.org...(Thanks smile)

@Jake, I am suprised that you maybe believing we have only just begun to arm our enemy...

we put all of the 'terrorist' groups into power by arming them,even from Castor ot every war we have managed to start in south america...ow old were you wnen the dictator in Panama refused like saddam to follow our government's orders and we bombed the country just to get and put into prison (still there) its dictator when bush senior got upset at him???? lol (smile)

@Jen, if I were not an American...I would find it impossiable for so many people in one country to be able to totally block out what their president has said over and over again...

WE WILL NOT BE TAKING TH ELEAD IN TEH NO FLY ZONE MISSION...

WE WILL BE IN LIBYA ONLY FOR A FEW DAYS AND ABOUT 2 WEEKS AT THE MOST...(SMILE)

AT Steve, does this make any sense to you at all...dispite our budget for our government has not been made yet for our nation's spending in 2011 and dispite Bush having fought tow wars for 8 years and never paid a penny for either of them...

I still can not phantom how our nation could fight one day of a war without no funding form our federal government at least telling our government it was borrowing money from china and the tax payers, can you?

HAVE YOUHEARD cHINA OR OUR CONGRESS SAY NOTONE CENT TO GO TO LIBYA?!? OH WELL WE KNOW IT COST NO MONEY FOR WARS AND WE DON'T HAVE A VALUE FOR HUMAN LIVES ESPEICALL THOSE GAY CHRISTIANS AND NON CHRISTIANS RIGHT? (NUP)

Thanks Steve for posting the Pentagon's press conference...it will help bring more communication unity by helping these kinds of open ended kinds of dialogue teaching moments on our site alive on our 'being' in teh middle-east, I am sure. (smile)

Now before I leave for the night(its almost 12 am here) I will pass on tis little bit of f-a-c-t-s that may help us in our rational about Libya...and why we should try to at least be respectful for those we need to really and truely help protect our national security...especially each and every allie we have helping in our wars in teh middle-east we have cohsen to lover look along with the one our president just got our fighting forces out of long after S.H had not just been removed from power but from life on this planet all togather>>>etc.

Turkey who even Chna and its shadow Russia will not even mention their nemes at all...has in its constutition that if the government even begins to think about democracy it must by law be over thrown...who we ignored in a war with Iraq at the same time as bush was (notice how no one said one word about this.lol smpar move)...

any way since we can not step out of America and into Palistan nor Afganstian, we should be giving thanks to what ever god we love and respect that Turkey allows us to come into their air space on their country at all...and yes we have a base there...ask any one on he base there the classes they must go to to never while in the counrty even say if theyare Christian or not because there is no way we can do anything about their getting killed in Turkey...if one cares to do so then please blame President Obama and not facts of the real world. (smile)

Just wanted to share how we are the ones needing help from the Muslim nations and not the other way around...and I know I never stop chanting(praying) and doing every thing in mypowers to help make sure they never treat us the way we treat them...there is nothing these people need from us for them to survive better without us in their country than us in theirs...

just think if they told us to get our bases out of their country...just one of them not all of them as we will not allow them to practice their faith in peace in our christian nation then how safe would our country be...

being stuck on stupid may be ego boosting but is is sure not helping our national security. (NUP)

OH AND BY THE WAY THIS IS SOMETHING OUR PRESIDENT IS TRYING SO VERY HARD TO DO...SHOW SOME RESPECT TO THESE PEOPLE (DIALOGUE NOT WAR, ECT.) WE COULD NOT EXIST AS A COUNTRY AS WE ALL KNOW IT WITHOUT THEIR HELP...(SMILE)

Anyone remember when our government could not get our people out of that country and our friends China, ect. would not do so...it was Turkey who went in with their planes and ships ang got our people to safety????? how soon we for get.(NUP)
