Do black celebrities have a responsibility to give back financially?

Dr Dre's recent 35 million dollar donation to USC had sparked a bit of a controversy. Many believe that the 35 million could have done more good at HBCU's. I'm not one to tell anyone what to do with their money and I wish more would give back. But many others are upset about this. What do you think?
