It’s not just the police
It’s also the person who made the initial call and what they said. Watch this short video showing a so-called white woman calling the cops on a black man who asked her to leash her dog.
The woman was in an area in New York City's Central Park, where rules require that dogs be leashed. This woman called the police in a deceptive emotional state that would suggest to the dispatcher that her life was in danger, which was a lie and which could have caused this man’s life. So it’s not just the police.
