SUMMARY:
In accordance with the Paperwork Reduction Act of 1995, ED is proposing an extension without change of a currently approved collection.

SUPPLEMENTARY INFORMATION:
The Department of Education (ED), in accordance with the Paperwork Reduction Act of 1995 (PRA) (44 U.S.C. 3506(c)(2)(A)), provides the general public and Federal agencies with an opportunity to comment on proposed, revised, and continuing collections of information. This helps the Department assess the impact of its information collection requirements and minimize the public's reporting burden. It also helps the public understand the Department's information collection requirements and provide the requested data in the desired format. ED is soliciting comments on the proposed information collection request (ICR) that is described below. The Department of Education is especially interested in public comment addressing the following issues: (1) Is this collection necessary to the proper functions of the Department; (2) will this information be processed and used in a timely manner; (3) is the estimate of burden accurate; (4) how might the Department enhance the quality, utility, and clarity of the information to be collected; and (5) how might the Department minimize the burden of this collection on the respondents, including through the use of information technology. Please note that written comments received in response to this notice will be considered public records.

Abstract: The OSERS Peer Reviewer Data Form (OPRDF) is used by Office of Special Education and Rehabilitative Services (OSERS) staff to identify potential reviewers who would be qualified to review specific types of grant applications for funding. OSERS uses this form to collect background contact information for each potential reviewer; and to provide information on any reasonable accommodations that might be required by the individual. OSERS is requesting an extension of the expiration date with no changes to the form. The previous version of the OPRDF, 1820-0583, will expire on May 31, 2021.

Proposed Priority and Requirements-Training of Interpreters for Individuals Who Are Deaf or Hard of Hearing and Individuals Who Are DeafBlind Program

Proposed priority and requirements.
SUMMARY:
The U.S. Department of Education (Department) proposes a priority and requirements for the Training of Interpreters for Individuals Who Are Deaf or Hard of Hearing and Individuals Who Are DeafBlind program, Assistance Listing Number 84.160D. The Department may use the priority and requirements for competitions in fiscal year 2021 and later years. We take this action to provide training to working interpreters in order to develop a new skill area or enhance an existing skill area.

Invitation to Comment: We invite you to submit comments regarding the proposed priority and requirements. To ensure that your comments have maximum effect in developing the notice of final priority and requirements, we urge you to identify clearly the specific section of the proposed priority and requirements that each comment addresses.

In addition to your general comments and recommended clarifications, we seek input on the proposed design of the training. We are particularly interested in your feedback on the following questions:

1. Do the four specialty areas identified in the proposed priority meet the current needs in the field of interpreting for individuals who are deaf, hard of hearing, or DeafBlind? Are there other specialty areas that should be considered? If so, please provide information to demonstrate need and explain why.

SUPPLEMENTARY INFORMATION: On December 22, 2020, we published the notice inviting applications (NIA) for the FY 2021 Educational Technology, Media, and Materials for Individuals with Disabilities--Stepping-up Technology Implementation competition in the Federal Register (85 FR 83531). Under the NIA, applications were due on February 22, 2021. We are reopening this competition for eligible applicants in affected areas in Louisiana, Oklahoma, and Texas to allow those applicants more time to prepare and submit their applications. For applicants that meet the eligibility criteria in this notice, we are reopening the competition until March 8, 2021. We are also extending the intergovernmental review deadline until May 5, 2021. The Department of Education (Department) is issuing a notice inviting applications for new awards for fiscal year (FY) 2021 for Training and Information for Parents of Children with Disabilities—Community Parent Resource Centers, Assistance Listing Number 84.328C. These centers will provide objective information, resources, and impartial training that support parents and youth in working in partnership with professionals to establish and meet high expectations for children and youth with disabilities. This notice relates to the approved information collection under OMB control number 1820-0028.

Applications Available: February 19, 2021.
Deadline for Transmittal of Applications: April 20, 2021.
Date of Pre-Application Meeting: The Office of Special Education Programs (OSEP) will conduct a pre-application meeting specific to this competition via webinar on March 24, 2021, at 3:00 p.m., Eastern Time. In addition, no later than February 24, 2021, OSEP will post a pre-recorded informational webinar designed to provide technical assistance to interested applicants.
