I've been looking into Internet access in other parts of the world.

In the country of Togo, West Africa, here's what I found one ISP offering:

For a 64/128 Kbit/s connection (at current exchange rate):

Cost of installation and activation: $344.43
Monthly costs: $79.55

This is in a country whose per capita income is $900.
