Over the years the states have collected over $96 billion in court-ordered child support that would have typically have gone unpaid each year. Every year since 1998 this has increased from $15 billion to $22 billion with the success rate increasing from 23 percent to 51 percent. But changes that took effect in October of 2007 have drastically reduced those numbers, due to the lack of federal support to the states in tracking down deadbeat parents.


States reported an undistributed funds pool of over $734 million at the end of 2004 in collected but undistributed child support payments. Many States have a policy, some state lawmakers find it disturbing, that money collected from parents by the state on behalf of children could instead be spent on prisons, roads or legislative staff.

Unclaimed child-support funds that do go into the state treasury can later be claimed and paid for the intended children, officials point out. But the practice of sending undisbursed money to the treasury after just one year is still a point of outrage for many.

In reality, these are the issues we should be focusing more on. They deal with real life and in many cases, traumatic and life-damaging issues. Black men definitely need to pay attention.

Liberal politics have set the stage for years, to have the man reduced to rubble in the battle over their children. We never take these issues to our elected officials and we need to do just that. It's interesting how we love to talk about black issues, yet, don't see the issues around Family Court, as a means, whereby the black man is crushed, financially and emotionally, with his children being the victims of this legal system.

Hey Sister Siebra, all states have a law that allows any and all funds that are collected, go unclaimed for at least a year (address changes and such) to become property of the state in which it takes place. This is not limited to child support, it also includes income tax refunds, insurance policies funds from companies that may have gone out of business but the policy holders were due funds and things of that nature. Every year in New Jersey there is a section for Unclaimed Property listing the names and whatever address was listed for the person at the time and how to submit a claim to get the property. One of the biggest issues with that is, 1. A lot of people don't read or may not read their local paper 2. The state meets its requirement of notification to the public. Therefore, making #1 easier for them to keep these funds.

@ Clark, it is returned to the paying parent, as long as the address on file is current it will reach them, but if the person has moved and never updated the address it is returned to the support office. I agree totally that it should not be used for anything other. I'm not sure what they do in other states now, but New Jersey has a debit card or they use direct deposit. Some states may still use the check form and this is where the issue is. Checks from the state can not be forwarded just like income tax checks. The fight is clearly about the usage of unclaimed support funds for other things.
