According to a Google search I did on the topic, It's NOT allowed. All 50 states prohibit access to cellphones by an inmate. The ONLY communications that they are permitted is postal mail which is reviewed and monitored, or collect calls which are reviewed and monitored.
Some prison inmates do have cell phones smuggled in to them through visits, but this is not permitted. If caught smuggling in a cell phone, you can be charged with a criminal offense. If an inmate is caught with a cellphone, the phone will be taken away and the inmate can face new criminal charges for contraband.
Many state prisons are now implementing technology that will allow them to detect and locate cellphones that may have been smuggled into the prison.

I felt that cell phones were not permitted to inmates. However, I know many of them are illegally being smuggled in. Well do tell....LOL!
Yep... It'll tell you this that crazy half brother of mines is in prison.... Sent me a text talking about pay his cell phone bill..... I asked him what was he doing with a cell phone.... who was he trying to keep up with and he's on lock down... And H to the E and the double L NO! What do I look like paying a phone bill for an incarcerated brother... Anyway... He and I don't get down like that... I barely no ole dude!!!
Good for you! In fact it was part of my advicing. I feel this person should know that what the prisoner is asking them is not legal and they should be subjected to paying their bill. I think now they'll understand it's not something they want to become involved in. ...Smart Bee!
