The House voted down an amendment that would soften the punishment of Mr. Rangel from censure to reprimand.
The House still has to vote on the censure measure itself.
The vote was 267 against changing the measure to a reprimand and 146 for changing it. One hundred and five Democrats crossed party lines to vote against changing the measure to a reprimand; three Republicans crossed the aisle to vote yes.
