The Senate, as it stands now, is totally dysfunctional. When ONE out of a hundred members can stop legislation by threatening to force an outloud reading just to run out the clock, when the opposition complains about working the week before and after Christmas, when 41 votes can defeat 59 votes, that institution is broken.
