"I" do believe it would be more true to say it pays Congress not to keep any promises made to the voters as this is a better insurance of getting enough money to be able to return to D.C. and doe this over and over again...
but, just like sunshine always follows the rain, our nation seem to have once again hit rock bottom therefore the only way is for us to pick ourselves up once again and become a moral and respected nation once again. "I" am proud to call myself an American once more. (smile)
