Failing Students: Is it more the schools or the parents?

How much does parent participation impacts a child's education? Now there is no doubt that those kids who have involved parents on average do much better. But then there are some kids who do well without much parental involvement. That has lead me to ask who has more of an impact on a child's education, the parents or the school.

all schools MUST meet lawful Standards and Requirements

1. The Site must pass building, safety and fire codes; of the city and state.
2. The School must hire Specially Qualified Professionals
3. The Curriculm, and Materials of Instruction MUST meet, state and federal Standards.
4. All this must be maintained for 9+Months.
