I would say that it depends on the prophet's mission. Take Moses and myself as an example since we have strikingly and all most the same exact problem.
My mission like Moses mission is to lead my people out of bondage and subjugation in White America. Everything else did this mission is incidental.

Likewise, the laws, statutes and commandments were all incidental to Moses single mission and that was to lead the children of Israel out of bondage and slavery in Egypt.

All of what I said ties into the concept that Moses as well as I am sent by God to get all of our people. Now, who doesn't accept that is another issue altogether different from the concept that a prophet is sent to get all of his people and not just some or 2/3.
