My understanding about the early stages of Vet Nam is the soldiers were ham strung because they were there as observers, so it is conceivable that they would not be allowed to use bullets without permission. Keep in mind Vet Nam was not declared a War by congress but was classified as a police action. king David can give a better assessment of the situation.

@James at the time taht we firt went into Nam we were stationed on the Mairne corp bace on Ohau Hawii...within a few hours thebase ahad been stroped of the marines so faxt until they had to call home to tell family hey were ont their way to Nam to help protect the seabees in chuli Nam...a few days they sent our names by alphabets to family left so the General of the Marine corps could tell us that if we wanted to return home, we would have to pay our own way, because our husbands were only tad (or on tempary duty in nam and not statined there) if time for them to rotate back off that base they would be sent backohme...and taht the could be taded for up to two years...
