QUESTION FOR SITE ADMINISTRATORS JUST HOW ARE BLOG NUMBERS DETERMINED? JUST CURIOUS

Active blogger numbers are based on the most active blogs in the past 90 days. after 90 days, blogs do not count toward anyone's numbers. If someone posted 50 blogs in one day ... and it is 91 days ago, then those 50 blogs will not be counted in the numbers.
Yet I see numbers being rolled back in the most popular section and it hasn't been well into the ninety day period, what's going on here? Have the rules changed or is this another glitch on the site? Or is this another one of Jake's behind the scenes tricks? Somebody talk back to me!
