Republican state representatives introduced a bill to rig the next presidential election
Under their bill, the winner of Pennsylvania as a whole will receive only 2 of the state’s 20 electoral votes, while “each of the remaining presidential electors shall be elected in the presidential elector’s congressional district”
Pennsylvania is a blue state that voted for the Democratic presidential candidate in every single presidential race for the last two decades, so implementing the GOP election-rigging plan in Pennsylvania would make it much harder for a Democrat to be elected to the White House. Moreover, because of gerrymandering, it is overwhelmingly likely that the Republican candidate will win a majority of Pennsylvania’s electoral votes even if the Democrat wins the state by a very comfortable margin
If you can't win legitimately, cheat! That's the Republican way.

Unfortunately David, the U.S. Constitution assigns the selection of Electors to the state legislatures. They are not even under any obligation to hold a popular vote, it's just become the custom and what we take for granted now. What really needs to be done is to amend the Constitution to get rid of the Electors and replace it with a true popular vote. The system of Electors is why the candidates didn't even campaign in CA, they both knew it was a foregone conclusion that all the CA Electors would go to Obama.
