I remember handwriting being taught in school, but to my surprise its not necessarily taught in all schools.

You're right. My son was not taught cursive writing at school, he had to learn it from me, and still he often prints. Now , he's all grown he still prints when he has to add his signature, I have to remind him to sign is usually cursive writing. He says "It doesn't matter mama."
Du..ugh!
