Had `Dr. King mis-interpreted White America's Declaration of Independence?

Dr. King made it a point at his height of leadership to confront the government of White America that its Declaration of Independence states that all men are created equal and have rights granted by God and White America is not living up to its Declaration of Independence where the Negro slaves is concerned.

Was it the intention of the framers of the Declaration of Independence to include Black Americans as Dr. King thought?
