IT'S CALLED ARTICLE 2 SECTION 3 CLAUSE 1

COMMENTARY:

World of Americans and nations listened to the State of the Union Address of The President of the United States,  Barack Obama on Tuesday,  January 21, 2015.   Again it prompted my civic notes to find out a litte about what is this speech and somehow how was it originated?

Well in brief;  it all begin with the Constitution of the United States of America.   History has it that 93 Annual messages has been presented to the people of the States since it began in 1790.   Letting that soak in a bit;  you also be interested to know that this annual address wasn't always called The State of the Union Address.   It was first known as The Annual Message from 1790-1946.   In 1946 the name titled changed to The State of the Union Address.   The plain function of this address is rendered mainly for U.S. Presidents.

 The  Ariticle II Section 3 Clause 1 of the U.S. Constitution reads  

The President shall from time to time give Congress information of  The State of the Union and recommend to their consideration such measures as he shall judge necessary and expedient.

This address is usually conducted each year in January during the President's 4 year term in office.  Most Presidents tell of goals and accomplishments during their term in office and make recommendations of laws, new proposals and methods of government.    Speeches can last hours or minutes.

With changes through time and communcation equipments on the market's edge a speech can be broadcasted all over the world.  In addition it can be broadcasted live and with today's growth of technology listened to in all medias of news and broadcast systems as small as cell phones.   

I did discover the longest speech written was given by Former President Jimmy Carter in 1981.  His speech contained 33,667 words.  Followed in second place with William "Bill" Clinton in 1995 with 9,190.   Shortest on record  George Washington in 1790 with 1,089 words spoken.

So, with changes made in the way you can hear and see the speech we can thank technology.   As far as how well speeches work,  we have to thank the people who know a little more of how the government of the United States works.
