The U.S. Departments of Health and Human Services (HHS) and Education (ED) developed a joint policy statement to support early childhood programs and States in promoting the development and learning of young children, from birth to age 5, who are DLLs. National estimates indicate that there is a large and growing population of DLL children. This webinar will highlight the research on DLLs, focus on policies that support the development and learning of DLLs, and examine some practical approaches. The White House, as part of the United States of Women event, announced a new joint report from the U.S. Departments of Education (ED), and Health and Human Services (HHS) highlighting the importance of supporting the early learning workforce—nearly a totality of whom are women—not only to improve the quality of early learning programs, but also to ensure fair pay so that they can support their own families. The report, High-Quality Early Learning Settings Depend on a High-Quality Workforce—Low Compensation Undermines Quality, summarizes the research base and includes recommendations for reaching pay parity across all early learning settings. Public Input Sought for ESSA

The Secretary of Education proposes to amend the regulations implementing programs under title I of the Elementary and Secondary Education Act of 1965 (ESEA) to implement changes to the ESEA by the Every Student Succeeds Act (ESSA) enacted on December 10, 2015. The Secretary also proposes to update the current ESEA general regulations to include requirements for the submission of State plans under ESEA programs, including optional consolidated State plans.
