Paul was not against tithing nor offerings, in fact he directed the Corinthians, and most Christians, to lay aside from their income, as the Lord had prospered them. The Levites were granted a tenth of all produce and of every tenth animal born.

As it is written in 1 Corinthians 16:2 Upon the first day of the week, let every one of you lay by him in store, as God hath prospered him, that there be no gatherings when I come.

As it is written in Acts 11:29 Then the disciples, every man according to his abilities, determined to send relief unto the brethren which dwelt in Judea.

As it is written in Acts 4:34-36 Neither was there any among them that lacked: For as many as were possessors of lands, or houses, sold them, and brought the prices of the things that were sold, And laid them down at the Apostles feet: And distribution was made unto every man according as he had need. And Joses, who by the Apostles was surnamed Barnabas (which is, being interpreted, the son, of consolation) a Levite, and of the Country of Cyprus.

As far as offerings, Paul encouraged giving to the poor, giving to the poor is called righteousness and. As it is written 2 Corinthians 9:9 He has dispersed abroad; he has given to the poor: his righteousness remains for ever.
